Serbia and Turkey to continue talks on slot allocation

Serbian and Turkish aviation authorities have failed to reach an agreement regarding slot allocations following talks in Belgrade. The two sides are set to meet again by the end of the week to try and work out a deal. The deepening row threatens to limit Turkish Airlines and Pegasus Airlines flights from Istanbul to Belgrade after Turkish authorities refused to issue Air Serbia slots at Istanbul’s main airport, Ataturk, late last year, forcing the Serbian carrier to relocate to Sabiha Gokcen Airport which offers fewer transit options for passengers. Under a bilateral air agreement, designated airlines between Serbia and Turkey should operate the same amount of scheduled flights between the two countries. However, Turkish and Pegasus run 21 weekly rotations from Istanbul to Belgrade while Air Serbia operates only seven. Serbia has said it will begin strictly enforcing the bilateral agreement on a reciprocal basis and has further issued a warning it will allocate unfavourable slots to Turkish carriers at Belgrade Airport, which rely heavily on transit passengers, making departure and arrival times a key issue.

The Turkish Foreign Minister, Ahmet Davutoglu, visited Belgrade on Wednesday and weighed in on the issue. He said, “Balkan countries are like a family and we can solve problems by drinking a cup of Turkish, Serbian or Balkan coffee. There are so many features embellishing our relations that every kind of rift can be solved easily. The important point is to work with a future perspective. There are common benefits from transportation, including air transport, and we will discuss them". Commenting on the situation, Serbia’s Foreign Minister, Ivica Dačić, said, “The issue is in the hands of the appropriate ministries and the airlines themselves, but there is a joint interest in resolving the problem".

The Serbian Civil Aviation Directorate has issued both Turkish Airlines and Pegasus Airlines a temporary license to operate flights between Istanbul and Belgrade until July 1, after which services could be limited if issues persist. Hundreds of charter flights operating between Serbia and Turkey this summer remain unaffected by this row as they are not regulated by this agreement. Over the past few months, other airlines have also faced problems with slot allocations at Istanbul’s Ataturk Airport, which is becoming increasingly crowded as Turkish Airlines continues to expand and ideal arrival and departure times become scarce.

    3. sve se nema, kriza, recesija a čarteri prepuni, čak prvi put nema dovoljno aviona u Srbiji da se opsluže letovališta u Egiptu i Tunisu već sve rade egipatske i tuniske kompanije. Nikad više ljudi nije putovalo avionom na letovanje. Čudi me što Wizz ove godine nije ponudio letove za CFU kao prošle.

      A6-SAA is very problematic for the JU fleet. Unfortunately it will return to BEG once it has been reregistered. Something I think is also happening is changing the arabic signage inside the ac to Serbian, would like if someone can confirm this as well. Also, the aircraft with Emirati registration is banned from certain destinations in the EU which is creating problems too.

      JU are having fleet issues, they desperately need more ATR's. The A319's are taking too long to enter the fleet and is why the B733 has to fill in. Theyre not bad aircraft, they have low cycles, but the interior isnt the best. If these problems continue, JU will face big drama once again during the peak summer season, something that will not look good on them. But things have been improving alot, and as I have said, they are far from JAT but far from perfect. 2 things are great, the service is excellent for a start and the schedule is good, however the reliablity of the aircraft and schedules is a big issue that is yet to be resolved.

      I was defending Air Serbia's growing pains until recently, so this is the first time they fully deserve real grilling:

      Issues with new aircraft introduction, painting etc were somewhat okay back in Jan, Feb and March. Fact that multiple issues still keep occurring means that Hogan should take a closer look at what's happening with his investment in JU. If he wasn't busy with Alitalia and others, he should have locked all od JU (and even BEG airport!) management into a War Room and not let them have any sleep until operational issues are fixed, up to and including (very) expensive urgent wet leases for more ATR's and A319.

      Most of the passengers in the next three months are flying only once a year, and if JU treats them with what was experienced over the last couple of days, no amount of smiles or discounts will get those passengers back in 2015.

      Unless this is urgently fixed and then once fixed publicly addressed by CEO, they might as well buy one way ticket to Aviolet destinations and stay there on permanent vacation, as there will be no Air Serbia this time of next year.

    Hmm so let's see..

    Air Serbia has seven weekly flight to SAW so I propose the following:

    Give Pegasus 4 weekly frequencies with any times they want.

    Give Turkish Airlines 3 weekly slots:

    2 departing BEG at 02.45
    1 departing BEG at 00.05

    I am sure if they did this Air Serbia would be back in IST the very next day.

      And than Turky will put ban on route from Turky via Serbia to Central Europe. Serbia will loss some 20-30 million EUR if routes will go via Bulgaria and Rumania, or via Albania, Croatia and Italy.

      Serbia is a signatory of open skies, it must allow overflights, it can charge Turkish airliners bit more for overflights but it must allow overflights, otherwise they'd be have loads of issues with other European regulatory issues and Serbia's EU bid would be frozen, for travel and free flow of people and goods is one of the cornerstones of the EU legislation and laws.

      All Serbia can do right now is demand same rights as Turkish gets at Belgrade, if they don't get it, they can give Turkish same slots As receives from Istanbul.

      Turkish might stop flying to Belgrade and in a short term that might be a victory for Serbia and Belgrade, but in a long run they'll just increase flights to other regional destinations, Bucharest, Sofia being most probable, for they're the nearest competitors to Belgrade Airport.

      In that case Belgrade might loose significant revenue, not sure I'd agree with someone who said $20-30 million, but $5-6 million for a small airport such as Belgrade is a lot of money.

      PS, lets not dwell on size of airports, I was referring in financial terms ;) Anything bellow $ 500 million to a $1 billion is a small operation. Even Prague airport with its 12 million passengers is a small operation with $350 million turnover.

      Unfortunatly the only real thing Turks have is rerouting of their and other planes from Turky to Central Europe via Bulgaria and Romania or Albania, Croatia and Italy to Western Europe. In that scenario Serbia will loss millions of EUR. Much more than with cuting Turkish to fly to BEG.

  7. Ocigledno da Srbski i Turski uvazeni Podpresednici vlada racunaju na ministarstva saobracaja, u svojim vladama, a ministarstva saobracaja racuna na svoje podcinjene vazduhoplovne vlasti. Kako u Beogradu tako u Ankari. Ne pomaze ni izjave o balkanskoj porodici (kako to lepo zvuci) ni Srpska ni Turska kafa, ni sa secerom ni sa ratlukom. Ni Moka, niti Kapucino. Interes, zarada svake cente je ispred balkanske porodice, svih vrsta kafa, ukljucujuci nacionalne. Znaju podpresednici i ministry vise kada spavaju nego mnogi od nas kada smo budni. Beograd moze izgubiti finansijski vise od Ankare, ali je tacno da Turkis Airlines i Turske carter prevoznici ne zele da gube ni jedog putnika niti svoju dominaciju. O balkanskoj porodici kasnije. Kada se na fer nacin dogovore, primene u zivot zajednicki ravnopravan tretman, familija ce biti spontana. Moze i drugacije, ali ko hoce da bude looser? Politicari kontrolisite vase institucije kako se sporazumevaju. Bez pameti i interes postaje NO BUISNISESS ! TURKIS AIRLINES ce I dalje leteti na ANT Beograd.     Turkey can't really loose here, if they are restricted to belgrade, I could see them ripping up the bi lateral agreement with serbia and stopping all flights between Turkey and serbia. Turkish wouldn't loose out on much, because they could drive all their transit passengers through Zagreb, Sarajevo and Priština. They may loose a few passengers out of belgrade, but air serbia would loose much more, Istanbul is becoming a major hub.

    And please don't start with Etihad, Turkish Airlines could decimate Etihad if they wanted to.

    1. Well, things are not black and white here. If Turkey and Turkish Airlines give in to the Serbs then it could set a dangerous precedent (for them) where many other airlines could do the same. We are not just talking about Air Serbia, airBaltic or Aegean, we are talking about stronger players such as Lufthansa, Qatar or Emirates where all have struggled to secure additional slots at Istanbul Ataturk.

      This is more or less the same story as when Ryanair is forced to leave an airport when they increase its charges. So yes, Turkish Airlines has a lot to lose, especially at a time when it is facing rather hostile 'partners' from its alliance.

    4. Even without thinking strategically, it would be a loss for TH. Most of their pax are there in transit. If they get bad slots and you have 6 hour layover in IST some or most of them will go somewhere else. So, end result is less pax from BEG. Now, in big scheme of things that is extremely small loss and nobody at TY is going to lose any sleep over it but it’s a loss none the less.

      Of course, if we compare Belgrade to, let's say, Dusseldorf, Paris or London then the market is insignificant. However, we know that THY doesn't look at things this way, they look at Belgrade as a Balkan destination and in that regard the market is not insignificant. From 2005 onward, THY had pursued an aggressive campain to cement their position in the Balkans. Of course they are not happy when they face a potential threat. In this regard that's Air Serbia powered by Etihad.

    1. Turkish airlines will get one daily slot at BEG and JU will remain at Sabiha with the existing slot
    2. JU will get back to IST once they take over, or at least take control over JA which has slots for 2467 with PERFECT timing at IST. On 135 thez should remain flying at night OR take some EY slots giving them SAW slots in return. EY now may see SAW as an opportunity as QA already stepped in and TK gave up their plans to fly to Australia.

  11. Stvar je prosta. Ako jedna strana leti kad joj odgovara onda i druga leti kad i odakle joj odgovara. To je reciprocitet. Ovako je ocigledno da ima nesto ispod zita sto sira javnost ne zna. Inace bi bilo logicno reseno.
    Ja licno mislim da su srpski vazduhoplovni menadzeri na platnom spisku nekog drugog a ne poreskih obveznika RS. Ali to je samo pretpostavka, nemam dokaze. ;)

    A to sto su carteri puni i ljudi letuju kao nikad, pitao bih vas na cemu bazirate tezu da narod u Srbiji nema para?

      ah sad ce te da se svadjate koliko ljudi imaju novca , a pricamo o kolko ljudi ? 10 000 - 30 000 ne govorimo o miljonima ljudi ,puno ili malo ?!

      Pa kakve veze ima kolika je prosjecna placa u Srbiji u svakoj zemlji pa i u Mali-u ima par procenata ljudi koji si mogu priustiti vise od prosjeka, da li su zaradili u Srbiji ili ih casti rodbina iz diaspore .

      Za turisticke arazmane ima i kreditiranja od strane agencije i sl.

      Vaznije je gledati snagu ekonomije kroz prizmu poslovnih putnika gdje kompanije mogu da imaju stalne ugovore . Jasno da bolji standard utjece na mobilnost ljudi al u slucaju organiziranih jednogodisnjig odmora uvijek ima 10 - 20 % stanovnistva koji si to mogu priustiti.

      regarding the 02.30 slots , i think they were only for the new added flights. the existing slots remained as they were. they didnt accept the new slots but definitely wanted to increase frequencies so opted for moving to Sabiha and lost the original slots ?!?

      The Turkish authorities decided that the new airline was not eligible to keep the slots JU used (which were not that great anyway) so they assigned them new ones, the ones in the middle of the night.

      Turkish authorities took advantage of the rebranding to Air Serbia to take the JAT slots from JU. They offered new slots in the middle of the night. The former JU slots were given to TK. JU refused the slots, and until a compromise had been found moved to SAW.

      The DCV should never have allowed TK the 3rd daily to BEG until a compromise had been found.

      As I mentioned here before, BEG might not be their most profitable destination, but they do make a nice profit in BEG, seeing as theyve grown from 3 weekly to 3 daily over the past few years. TK stands to lose as well. But the way things look is that TK might lose their slots in BEG and asked to either serve INI or exit the Serbian market.

      Seeing as many here find JU unprofessional with loading into their system BEY flights for which the ful licence wasnt issues, TK continues to sell tickets to BEG after 1st July even with this uncertainty of being able to continue flying to BEG after the deadine. If TK is forced to leave BEG, they will have alot of issues regarding these tickets from rebooking to cancellations, something that wont look good for them.

      I hope a compromise is found, because at the end of the day, the ones to be affected most by this will be the average traveller.

      Nema ništa ispod žita, inate se i jedni i drugi. Srbija se u svom guslanju o reciprocitetu poziva na sporazum iz 1954.(!) godine koji je sa Turskom potpisala FNRJ. Ej, FNRJ...

      Nasuprot tome, turski direktorat iz samo njima znanih razloga glumi ludilo i radije će žrtvovati 21 let koji turski prevoznici nedeljno imaju na BEG nego da preinači svoju i onako idiotsku odluku o promeni slotova za JU. Oni izgleda računaju na to da Srbija neće hteti da uskrati BEG za prihode od tog 21 leta nedeljno jer su to ozbiljni prihodi. Oni ne shvataju da će Srbija gurati sve što ide u korist Etihada, ma koliko to koštalo nekog drugog (BEG ili SMATSA u ovom slučaju). Na turskoj strani će na gubitku biti TK tako da se ovde dva direktorata kockaju tuđim parama, po sistemu može im se...

      Ma Vlada ne lupaj. Prvo ovaj sporazum nije poptisala Srbija nego FNRJ. Drugo, tup se s rogatim ne moze bosti. Jesnotavno mali ste, siromašni i neutjecajni (da set u EU, ona bi vas štitila). Trci su mocni, jaki, bogati. Do sada su vam pokazivali koliko su mocni, te da im nista ne mozete.

      1. Potjerali vas na smecarski aerodom iz IST, nista niste mogli.

      2. Povecali broj letova sa 1 na 3 dnevno. Sto ih niste sprijecili kad ste toliko jaki.

      3. Pa ste se busali u prsa sa charterima, sad cete vi nima pokazati. Grozili se, i? Podvili rep.

      4. Sad se i opet busate u prsa i opet cete podviti rep. I samo pokazati i drugima da ste slabi i da vas mogu jednako tretirati. I Njemci, i Rusi, i Amerikanci... Pogledajte samo koja nepravda vam se napravila sa Kosovom, i ništa niste mogli. Baš ništa. A mislite da se možete inatiti Turcima...

    17. То, ко је кога понизио, каквим односом снага и колико пута у историји, можеш и на Википедији.

      Србија је правни наследник свих бивших заједничких држава, стога је и споразум валидан.

      Ја разумем да ви форсирате ту "буди понизан", "они су јачи", варијанту, вама је то генски. Срби са Турцима другачије разговарају а резултат ћете видети врло ускоро.

      Турци добро знају ко је коме тата у ваздухопловству на Балкану, и ко је, јахајући магарца, први пут угледао авион на небу и уњему српског пилота на путу за Бомбај.
      Нема ту ни рата, ни туче ни препотенције, већ једноставне бизнис логике.
      Не пристану ли на повратак JU на IST - друм!

      Ever since Bosnia declared independence, Turkey was helping wherever they could. Even so during the recent floods, they´ve sent tons of aid. So, if having such friends is "crawling", then Serbia must be one very lonesome place....
      On a different issue: Signed contract(from as back as 1954) are usually superseded by later ones(i.e. OpenSkies). In short; since the FNRJ doesn´t exist anymore, that contract can only be valid if Turkey either declares it unilaterally or there´s a protocol addendum signed stating Serbia is a Signatory. It actually doesn´t happen automatically.

  14. Sorry for OT but is it correct that JU only has 3 active ATR's at the moment. Tivat flight had to wait for 1 of 3 other flights to return.

    NO hater comments please I'm asking this because I fly to SJJ tomorrow and I see 4 ATR flights scheduled.

      Yes, that is quite correct. YU-ALN broke down a few days ago while YU-ALT returned to Belgrade yesterday.
      Since there are four scheduled Atrs for tomorrow it could mean that either one is fixed or that the other one is ready to fly. I hope you get to fly on YU-ALT as it is one of the prettiest Atrs on the inside.

    Vueling will be adding a few more flights between Barcelona and Belgrade during the Christmas period. I guess they are quite happy with their sales.

    Although i like Turkish Airlines,Serbia should stop them flying into Belgrade.
    Serbian market is insignificant to TK?
    I agree,but Etihad and the others will profit a lot.
    Qatar going nonstop and FlyDubai also becoming daily because somewhere the transfer pax have to go .
    Serbia can not rule the world,thats correct,but it can make Belgrade airport stronger by stopping domination by TK.
    Also Serbian pax still have the option to fly TK via SJJ, or Skopje.

      mali, ocigledno su ti intelektualni kapaciteti ograniceni posto ne samo sto se ne sluzis logikom u citanju informacija sa sajta ANT nego ne umes ni da procitas ono sto sam ja napisao, a to je da ne verujem u ono sto pise na tarabi. al'dobro, neki se pale na guranje... :)

    Kad će bre već jednom da se ispravi ona greška sa fejsbuk stranice Air Serbije? I dalje stoji u zaglavlju da je Air Serbia aviokAmpanija, a ne aviokOmpanija!
