Serbia outlines Belgrade concession plans


The Serbian government has outlined some of its planned concession conditions for Belgrade Nikola Tesla Airport, with the future operator required to invest at least 700 million euros. Presenting his new government's program in parliament this week, the Serbian Prime Minister, Aleksandar Vučić, said, "What used to have a total value of fifty million euros is now valued at 310 million euros thanks to Air Serbia. The plan is to offer a 25-year concession contract through a tender procedure". While a formal decision is yet to be made on whether the airport will be fully privatised or put up for concession, Mr Vučić said the latter is "almost certain", noting that the process will be completed by mid-2017.

Speaking in parliament, Mr Vučić said, "The 25-year concession agreement with an up-front payment will have a starting value of 310 million euros and an additional annual concession fee of ten, eleven or twelve million euros, which will be paid throughout the term of the concession. By mid-2017, the government plans to bring in a long-term partner for Belgrade Airport, which will be responsible for the its long-term development strategy including management, maintenance, financing and capacity expansion". So far, within the former Yugoslavia, Zagreb, Pristina, Skopje and Ohrid airports have been given up for concession, while Ljubljana, Maribor and Portorož airports have been fully privatised.

Eight foreign companies are believed to be interested in taking part in Belgrade Airport's privatisation process. According to a recent report in the "Večernje novosti" daily, Germany's Fraport, France's Vinci and Bouygues, as well as two companies from the United Arab Emirates and three from China have expressed interest in participating in a potential concession. Commenting on its interest in Belgrade, Fraport, which operates the airport in Ljubljana, said, "Fraport is a leading airport management company that successfully operates on four continents worldwide. We are continuously scanning the global market for potential opportunities - with the goal of expanding our international portfolio of airports and consulting activities". Belgrade Airport handled 4.77 million passengers last year and posted a net profit of 26 million euros.

      Samoodrzivost Niskog i Kraljevackog aerodrome podrazumevam iz vise razloga. Prvi razlog jeste puna liberalizacija LCC avio kompanija. Drugi razlog jeste izgradnja kargo i konsignacionih centara na oba aerodrome. Treci razlog jeste povezivanje industrijskih zona sa aerodromima. Povezanost autoputeva sa ovim sekundarnim lukama. Povezivanje ✈Morave sa prugom Kraljevo-Cacak. Povecanje doprinosa grada Kragujevca za Sumadijsku vazdusnu luku. Udaljenu od ✈Morave 38 km. Naravno i svih drugih centara Centralne Srbije. Ovo i mnogo drugih ulaganja drzave u dovodjenje ove dve luke da moze operisati po medjunarodnim standardima putnickih aerodroma. Na kraju, nadam se da ce sa ova dva, a i Uzickim, u iducih deset godina sa njih se odvijati do 30% putnickog I kargo saobracaja Srbije. Beogradu ostaje 70%. Mozda je neskromno, ali ovu pricu sam govorio jos 1989 godine u mojem naturalizovanom gradu Sidneju u koji letim za nekoliko nedelja. Tada su se smejali. To verovatno ce i sada mnogi. Prijatan ostatak leta. Nejadikovanjem za proslocu i nestrepnjom za buducnoscu jeste izvesnije sad. Ostalo je do nas. Spozdravom, Radovan. Kraljevo✈+

    Give it to the Chinese, they have a good track record when it comes to infrastructure projects in Serbia.

    The Chinese president was on a high profile visit to Serbia a few weeks ago so I am sure it will have some influence on their decision making process.

    I hope they stay away from Fraport. The last thing we need is more German investment in the country.

      I would not be so sure about Chinese investors. To me it seems too risky. The investment in infrastructure, which is immediately given to Serbia is one thing. Concession is another. Serbia would have very little influence on Chinese. Belgrade could do next to nothing when Sintelon and Hemofarm were robbed naked in China by their Chinese partners. Chinese authorities turned a blind eye on this.

      Sorry guys but personally when I travel long haul I don't care care about any airlines revenue I always wish for less passengers in economy so I can have 4 seats by myself for a great sleep. It did happened twice and it was the best flights ever. Have a nice day!

      But other day it was just 135 passengers on board. So LF for sure is not 80%.

      Even if it is 80%, it is very bad. It should be 85% LF all year, and in top season it must be at least 95% to reach this goal (in dead season it should be 75%).

      With price of 400 EUR for return ticket even with 95% LF they loose a lot of money. And if it is 80% LF (and is not) with such a low price in top season, with almost non business class passengers this route is eating multi-thousands EUR minus on each flight.

      To give you a lesson profitable model looks like:

      - out of season (winter) you can have 75% LF with low price of some average 400 EUR for return ticket. This makes huge minus but what can you do, you must have flights all year because storage plane make even bigger minus and passengers would loose habit to fly with company

      - that is why in top season companies must have 95% LF with average price of 800 EUR to level minus in winter, and make that route profitable on all-year level.

      Unfortunately, what we can see is that Air Serbia have "winter" model in top season, and we have to ask ourselves what will happened in winter, than. By summer experience we will see 60% LF with price of ticket of 250 EUR during winter, and that burn huge amount of Air Serbias' money.

      So in top season Air Serbia is loosing lot of money on JFK route, in winter they will loose even much more. Can they survive this?

      Ne moze se racunati na osnovu 4-5 izvestaja ovde koliki je LF za jednu celu sezonu ali to vama sluzi za pricu o losem stanju tih letova i ako je stanje dobro posto su letovi skoro poceli .
      I ne znam otkud vi mozete znati koji LF ce imati tokom zime .

      It doesnt mean that all pax transfered to the same flight. Its normal even in the largest of airlines that pax connect onto other flights to the same destination. TGD is served a couple times daily so some just had a longer transit than others.

      400€ is not a fixed price, it was a very limited promotional price. Since we all like numbers, as well as aviation, the most basic of info regarding ticket sales is the various fare classes of tickets. 200 people most certainly did not pay the same fare, and ticket prices increase as in all companies the more seats they sell. Basic search on any airline website or site selling airfares (ie skyscanner) will show this.

      Most people tend to have amnesia here and forget the time when Air Serbia was launched and the very cheap fares they have, as well as the various weekly promotions to many destinations (ie Happy Friday etc). 3 years later it is not the case, and I believe the last Happy Friday had 2 destinations on promotion. JFK is a new destination and needs to start with smaller fares to lure pax to the new flights before gradually increasing fares....as seen with the other 50+ destinations.

    I would go for a company that would increase the amount of airlines and frequencies at BEG. Have airlines pay fair fees based on the amount of traffic they generate. Encourage new LLCs. Use their connections to stimulate new destinations.

    Not to mention new airport infrastructure.

      subventions by Serbia:
      2013. 8 million EUR
      2014. 70 million EUR
      2015. 48,7 million EUR
      Airport delete debts 36 million EUR
      = 163 million EUR in 2 and half years

      + old debts of 300 million EUR
      + debts of 35 million EUR in 2nd half of 2013. (in first half when there was Jat management it was just 10 million, and that was slow part of year, not like 2nd part which is top season).

      Credit to Etihad Partners
      56,5 million EUR for 2015
      40,0 million EUR for 2016
      what for that 96,5 million EUR????? Company is profitable, why they need credit?
      Who will pay for that???? From where?

      Interest is 6,96%!?!?!?!

      And old debts are the smollest problem of all. Did you understand problem of 163 million subventions + BEG debts deleted and 35 million of new debts in 2013. when Etihad took control of company. That is almost 200 million "invested" in less than 3 years. On 40 million investment of Etihad + 60 millions credit. 1:2, why if investment should be 49:51, so almost 1:1.

      Why unfair? Discounts are related to numbers. The Lufthansa group is similar to the Etihad group. If any of the two registered as a single business entity, they would have the same discounts. Al Italia does not enjoy discounts. Wizz could also bring few more aircrafts to BEG and enjoy the same discounts. Oh wait, they did enjoyed that, through a "special arrangement", in that case an unambiguously unfair contract.

      But these numbers are still to low, even whole LH group is taken together. To qualify for the discount, the carrier has to have at least 500k DEPARTING passengers. So if Wizz tranfered several more planes to BEG, it would be achievable. Give it a try, guys!

      What crystal ball exactly did you use to figure out the profit would be 40M euro "without write offs and discounts to ASL"? For your information, BEG had its record profits in 2014 and 2015 - exactly during the time of "write offs and discounts to ASL". Before they started "writing off to ASL" they could not even get close to 3Bn RSD of net profit - and your crystal ball says they would be close to 5Bn if there was no ASL?

      I understand when people hate something but when their hate starts twisting numbers that should be the final alarm call.

      Ne treba. Aerodrom ima dovoljno kapaciteta ovakav kakav jest sada.

      Dodatni kapaciteti (produžetak C gateova, obnova A6-A10 gateova), novi sprat i novi bus gateovi koštaju 30 miliona. Novi D terminal, bi koštao najviše 100 miliona. To bi bilo dovoljno za sledećih 10 godina.

      Dakle 4 godine profita za kapacitet dovoljan za 10 godina, bez da se poveča promet i profit, a što će da se desi.

      7:17 te "exstenzije", dogradjivanja su kupovina vremena a ne ono sto BEG treba, ozbiljnog investitora! Umesto patchwork aerodroma, treba nam moderan terminal putnicki i robni, hotel a za desetak godina i nova pista kako bi mogli da budemo i ostanemo konkurentni u okruzenju.       Šta fali postojećem terminalu? Uređenje ostatka gateova i dogradnja. Čemu novi terminal? Ovaj nije funkcionalan? Nije dovoljan?

      Sve je to samo izgovor da se aerodrom stavi u koncesiju i natrpaju đepovi.

      - Hotel is not what BEG needs in the near future, nor should it high on the list.

      - Lets forget about the second runway. Current one should get resurfaced and made wider.

      - There is only soo much renovating that can be done before it becomes wasted money. BEG was never built with intentions of being a transit hub. A new terminal could be built in phases, allowing the option to demolish the current terminal and expand a second phase on that. BEG lacks:

      * decent retail
      * decent food and beverage outlets
      * proper widebody gates
      * gates for remote stand
      * rooms/cubicals for rest/sleeping
      * smoking zone
      * seperation of arrival and departing pax
      * covered parking
      * space in the arrivals hall

      BEG needs to seperate arriving and departing pax. The gates get crowded when 2 full flights fill the waiting area, and the security screening at the gates means there is no leaving that area once you enter. Luggage sorting is done manually, as seen in various (most) airports across Africa. Arrivals hall is a zoo, making it a maze to walk the few metres needed to get to the terminal exit. Parking and terminal entrances are decorated with asfalt, concrete, puddles and weeds growing through the cracks.

      BEG has the funds to build a new terminal, and can easily get loans to swiftly get the job done - if they wanted to. Phase 1 with 8 million capacity, Phase 2 for a total capacity of 15 million would be enough for the next decade at least.

      Netočno. Oba terminala zajedno imaju 6,5 miliona putnika kapaciteta. Terminal 2 ima kapacitet od 5 miliona. Jako daleko od sadašnjeg broja.

    Either way, hopefully BEG falls in good hands and at least the new management copes to lower the airport taxes to attract LCC. It still remains an expensive airport such as PRG and it´s a pity because most of the airports in the region have lower taxes.
    Not sure if a second runway is needed but cities like OTP, BUD, SKG do have them. So why not if the traffic is going to increase?

    ideally, INI, KVO and UZC should be excluded from any such deal and given to local authorities as they would have much more incentive for development.

    Monipolly on airports would be considered anticompetitive in EU.

      Ej covece. Ajde iz Hrvatske prestani da se bavis er srbijom. Ista je posluga kao i uvek. Kesu sa pecivom i vodom dobijaju svi putnici na letovima do sat ipo od samog starta. Ili leti Er Srbijom jednom ili prekini da pametujes svaki dan iz Hrvatske, Austrije ili odakle si vec predstavkjajuci se kao da sve zivo znas.

      Because the flight is under 1.30. I flew to Copenhagen and got a menu in economy with two warm meal choices, one of them is marked as Serbian traditional meal.

      - This is not new catering.
      - JU needs to better the regional (flights of ~1h) catering as it is pathetic at best.
      - JU needs to change the service on these flights.
      - The water bottles for children given in those bags is not a good look. It shouldnt be difficult for JU to contract a local supplier who will
      label bottles with the JU logo on the bottles. Considering the number of bottles needed is in the tens of thousands, big (1.5l for meal carts), medium (500ml for JC and lounge), small (economy snack bags), it shouldnt be expensive.

      I flew Frankfurt - Belgrade in July. They served a tasteless mini sandwich (western style bread and strange chicken spread) and a small wrapped cooky, without the ASL bag. The distribution of the loose items was quite chaotic. However they were serving wine and beer (cans) for free. The soft drinks were filled in glasses and always (same on return flight) just half of the 0,2 plastic glass! For me this is totally incoherent. They should have
      - a nice bag (probably showing on one side the natural beauties/touristic hot spots of Serbia with an ASL logo and one the back side a sponsor (mts, voda voda, bambi, FIAT whatever) to cut cost of the same
      - they should increase quality of sandwiches and sweets and please fill the glasses of soft drinks fully
      - abolish free wine and beer as this now totally uncommon on Y-CL flights intra european and total waste of money
