VINCI wins Belgrade Airport concession


The French concession and construction company VINCI has submitted the best bid for the 25-year concession for the financing, development through construction and reconstruction, maintenance and management of infrastructure of Belgrade Nikola Tesla Airport, the Public Body overseeing the process has announced. The French came ahead of three consortia who also submitted binding bids. The government will now enter into direct negotiations with VINCI, with the deal expected to be finalised by late March. The concession and construction company will provide an up-front payment of 501 million euros, a further annual tax payment of between five and sixteen million euros and has obligated itself to invest 732 million euros into the airport.

VINCI Airports is one of the top five international players in the airport sector with 132.3 million passengers handled in 2016 and 35 airports operated worldwide. In Europe, VINCI runs ten airports in Portugal (44.5 million passengers), thirteen airports in France (16.7 million passengers) including Lyon-Saint Exupéry and Lyon-Bron (9.6 million passengers). Outside of Europe, VINCI holds concessions for the three international airports in Cambodia (seven million passengers). In Chile, VINCI Airports, through a consortium with ADP and Astaldi, operates Santiago-Arturo Merino Benítez Airport (19.2 million passengers). In the Dominican Republic, VINCI Airports operates six airports (4.7 million passengers), while in Japan, the company holds the concession, as part of a consortium with Japanese partners, for the two Osaka airports (40.1 million passengers).

VINCI announced its intention to vie for a concession of Belgrade Airport back in 2014, inking a Memorandum of Understanding for the development of joint projects. At the time, Vinci Airports Chairman, Nicolas Notebaert, said, "VINCI Airports have an ambition to cooperate on the development of Belgrade Airport and other Serbian airports. We are interested in long-term partnerships". The French company lost out in a bid to acquire a majority stake in Ljubljana Jože Pučnik Airport in 2014, for which it offered just over 100 million euros.

The concession process commenced on February 10, with 27 companies expressing initial interest. Under the terms of the concession, the individual bidder or consortium cannot hold more than 20% of the share capital or voting rights of an airport with more than one million passengers located within a 450 kilometre radius from Belgrade. As a result, this immediately disqualified Aéroports de Paris, the Marguerite Fund, Bouygues Bâtiment International, TAV Airports, Limak and Fraport. Apart from VINCI, binding bids were also submitted by the consortium made up of Meridiam Eastern Europe Investments, Zurich Airport International and Eiffage, a consortium consisting of Incheon International Airport Corporation, IC Ictas Altyp Iyitirimlari VE Isletme and VTB Capital Infrastructure Holdings Limited, as well as the consortium comprising of GMR Infrastructure Limited and Terna S.A. (Tourist Technical and Maritime Society Anonymous).

      Ne bi bio. Koreja je daleko, Francuska je ovde, član EU, tako da neće imati motiv da sputavaju razvoj Bg-a. Plus je ovim kupljena i politička podrška, a i dobro je da se saradjuje i da ovde ulažu i Francuzi, Kinezi, Arapi, Nemci..Ovakva odluka je odlična.

      Truth be told they fixed this issue by placing a taxi booth at the luggage pick up area. Naturally you still have some vultures waiting outside but they are not as many as before.

    3. That taxi booth is a nightmare too. I tried using that 'service' twice and both times there was some issues with road works and we had no choice but to take the long way to my hotel. The 3rd time it happened again and I've never taken the service again. They should be selling the voucher to travellers who exchange it with the driver who gets paid by the company instead of doing it the way they do.

    Let's see how things turn out in the end. BEG is a nice prize as it's an airport that has kept on growing even when Air Serbia stagnated. This only goes to show the true potential of the Serbian market and its catchment area.

    What interests me the most is Vinci's future relationship with Air Serbia. I wouldn't be surprised if one of the first things they do is to send them a new price list. Naturally, it will be lower than what others pay but I doubt it will be as low as it was until now.
    In addition to Air Serbia there is Wizz Air, maybe they will encourage them to base a third aircraft in the city in order to boost revenue... I mean passenger numbers.

    All in all, interesting times ahead and I think the time is right for BEG to start investing in a new terminal. The current one is ok but it's small and outdated.

      I do think it will become more difficult for Air Serbia not just because of the fees. I'm sure the French will actively persue new airlines. The currrent management didn't deny anyone the right to fly but they did not go out and look for airlines and try to attract them

      This could be a blessing in disguise as it will force Air Serbia to get its act together. Even though I am sure Vinci will not give them massive discounts, I am confident they will support them in opening new destinations. After all, the more transfer passengers JU brings the more shops they could open and so on.

      Vinci are familiar with lowcost airlines which is why they will make sure W6 keeps on growing in BEG. At the end of the day, if they don't work with them then airports like TZL, OSI, TSR and INI will.

      Who knows, maybe when they open the new terminal they could keep a part of the current one for LCCs. Then again, maybe they won't given the direction JU is unfortunately heading in.

    - in order to sustain this €1,2bln investment
    - with profitability index of 1.2
    - and discount rate of 10%
    - with annual payments of €10mil to GoS each year

    Vinci would need to see a yearly profit north of €130mil

    that is 5 times current profit and probably not much airports see this profit figures
    looks unreachable

      I don't agree that this is the case for LJ. Fraport isn't better than the old state structure that led the aiport in the past.

      I was for the privatisation but now I see it as a colonisation. They bought the market to feed their hubs and LJ is getting only peanuts.

    With Serbia's push into the Iranian market I am sure we will see a lot more flights.

    Two things worthwhile noting, as said by the President a few minutes ago

    - Another two companies were extremely close to getting the concession but VINCI won because of employee relations and policy
    - There will be no sacking of workers
    - No restrictions in the agreement that would bar the development of other airports in Serbia.

      We are comparing their geographical locations which is a valid point to discuss. The conclusion is that BEG has a more favorable one. Unfortunately the airport has not used it the way it was supposed to.

      On the question why am i bearish on pax growth:
      - Ju is stagnating, with further cuts expected on account of charter 737 and scheduled traffic atr's, with all 7 planes (1/3 of ju fleet) being 30+ years old
      -I dont believe these newly launched lounghaul routes are profitable so after initial bump we may see withdrawal. If i am wrong than it is to the fact that i just dont see so much traffic with china, india, morocco and iran. And we already know jfkis a money losing business. So in the next 3 years wecould actually see these routes dying andthen nobody will try using beg as entry poimt for europe
      -i don't see much new potential for gastarbeiter routes. Wizz just rationalized their routes, we saw some routes even from INI not performing as planned. All growth here will probably come from adding more flights on existing routes.
      -i dont believe serbia economy will get drasticallybetter with this level of corruption and this much educated people leaving country


      However, i keep getting it wrong every year and BEG just keep on adding~10% each year where i saw maybe 3-5% potential

      Also altough i strongly suspect serbia tourist potential, since we are startong from zero, and goverment is doing something to actually atract tourists, we will devinetly see some growth from there

      As for BEG's location, have a look at a map and you will see what I am talking about. Belgrade's catchment area is also much larger. Without tourism Athens would be as busy as Bucharest.

    5. Devil will be in the detail. Just wait for the final deal to be signed. Vinci as per the graphic above has a bit of a debt problem too which this concession will just add too. Still an excellent result for Belgrade which like I mentioned earlier I too thought they were looking for way too much.

    Hey BEG, SOF here. CONGRATULATIONS! What a good start of the year for Serbia.
    Agreed with most comments that it is better to have a European company managing.
    Meanwhile HNA Group are most likely to take over PDV, however not official yet.
    As for SOF, the process is still slow and bureaucratic and the terminal is getting crowdier every year.

    Turkish Airlines will be sending its A330-300 to OTP twice a day this summer. I am sure they could have sent the A330-200 on at least one of their daily flights to BEG if there was no capacity restriction.

      Look at the frequencies and the seats offered to Turkey and the Persian Gulf and you will see that BEG is among the last from the bigger airports in the wider Balkan region. I mean even OTP has double the passengers and SOF overtook them a few years ago.

    Congratulations to Vinci and BEG, fantastic numbers.

    If I remember details right, Božidar Đelić should be soon laughing all the way to the bank to cash in additional 3mil for the Lazard part.

    Let's wait for investment schedule to be rolled out in the coming months before making infrastructure comments. However based on mild growth projections until 2024 and 3y fixed fee clause, SOF scenario can be ruled out in the short to mid term. Sorry W6 but this is great news for Air Serbia. Hope they will get love they deserve and a (new?) terminal they were promised in a JU/EY TFA.

    Remember all the hate JU got for "not paying their bills" to BEG airport? Looks like they got it all back now, multiplied many times over, by being key driver for jacking up the price to spectacular 501mil upfront fee.

    1. Recently there was a calculation circling around that Serbia has already invested about 500mil€ in JU (debts, unpaid airport fees, subsidies...). and if it continues to pump ~35mil€ in JU, then we obviusly have a problem

      You do have a problem taking "calculations circling around" seriously. For starters, debt is jat problem and it would not go away even if Air Serbia was not created. Take it out of equation to start.

  43. the chocolates in the box (read state concessions) must have been really, really big for such big upfront payment and such total amount to be payed over 25 years. Don't forget that the contract between State and Etihad is still top secret (i.e. it is hidden from the public how much money has been thrown into JAT/AS and how much is yet to be thrown in in coming years) and also, don't forget the Zagreb saga (initial contract good for state, but with annexes total disaster). Not to mention Budapest. As far LJU goes, state was not such a bad owner, far from it. It was the political class which was messing with it. And at the end it was the private shareholders which blocked the development.

      No one mentioned concession agreement. Vinci mentioned on their official web site that existing terminal will be expanded and upgraded but no mention of the new terminal. There is still time to make Vinci commit to building a new terminal in an upcoming concession agreement.

      Provided link talks about extension of the C concourse, adding 4 more gates to the current terminal T2. That extension will not have any curbside arrival/departure functions, it will not have outgoing nor incoming border control, it does not have baggage sort nor baggage claim functions etc. That is not a terminal, just a concourse extention. Look at ATL airport for distincion between terminal and a concourse.

      So yes, I already know that concession is going to be a disaster IF there is no new terminal.

      Stated goal is 10mil by 2030 which is 12 years from takeover, not 15. Concession is on a 25 year term. What happens then with the growth from year 2030 to 2043? By one scenario traffic could grow to 15-20 mil by 2043. Current airport capacity with latest works is pushed to about 7-7,5 mil and it can't be doubled. New terminal is not needed in the next couple of years, but is absolutely needed during the 25 year term.

    jeste nesluceni razvoj aerodroma Nikola Tesla.
    O takvoj reorganizaciji i razvoju celog komplesa aerodroma su se crtali planovi, izgovarale zelje decenijama. Ovoga puta ce za pet godina biti mnogo novog uradjeno. A za deset nece se prepoznati. Ovog puta objektivno i istinito.
    Hvala koncesiji i koncesionarima. Dobri danii dolaze. Vreme je za rad i upornost i za radost ljudi koji vole preporod avijacije i aerodroma Srbije. "Nama dobro i nikome zlo"!.
