Pegasus did expand rapidly so they might have a shortage of aircraft which disables them from adding flights to Belgrade.<br /><br />2. They could add more frequencies but they want to wait a little bit more until yields improve. I believe anyone could fill a plane to Istanbul with fares as low as €39, but no one can make a profit off of it. <br /><br />Just my 2 cents.
