Banja Luka extends Air Serbia subsidies while failing to attract new airlines

Banja Luka Airport has been unsuccessful in its bid to find new customers despite talks with several low cost airlines earlier this year. The airport explains that negotiations with no frills carriers are generally more "complicated, difficult and long", as they require financial backing. However, the government of the Entity of Republika Srpska yesterday announced the extension of a subsidy agreement with Air Serbia for the carrier's flights between Belgrade and Banja Luka. The government has required for the public operator of Banja Luka Airport, Airports of Republika Srpska, to extend a ground handling agreement with the Serbian national carrier. In a press release, the government said the operator will cover Air Serbia's airport costs and fees from January 1, 2016 until the end of the year, on December 31. The subsidies will be provided from the state budget, although the exact figure was not made public.

Air Serbia launched daily flights between the Serbian capital and Banja Luka in December 2013. The service, which is codeshared by Etihad Airways, will be maintained this winter just three times per week. The Serbian airline is Banja Luka's only customer since B&H Airlines, which ran flights between Banja Luka and Zurich, suspended all operations in June after temporarily losing its Air Operator's Certificate. During the first seven months of the year, Banja Luka Airport handled 13.393 passengers, a decrease of 18.3% compared to the same period in 2014. Earlier this year, Edelweiss Air, a Swiss International Air Lines subsidiary, was to launch flights from Zurich to Bosnia and Herzegovina's second largest city, however, it suspended ticket sales shortly after publicising the new route.

Since 2013, the airport has been in drawn out negotiations with Wizz Air. Two years ago, the Minister for Transport and Infrastructure of the Entity of Republika Srpska, Nedeljko Čubrilović, commented on the talks with Wizz Air by saying, “Unfortunately we were unable to agree to the terms set by the airline. It’s not as it looks. They aren’t coming here to give us anything, they want to come here to take something. During negotiations they were very difficult over handling prices so we would not benefit from them in any single way”. Over the past few years, Banja Luka Airport has been in talks with several other airlines, including Aegean from Greece and Austrian over potential flights to Bosnia and Herzegovina’s second largest city. However, none of the recent negotiations have materialised into new services and better connectivity for the public.

    Wizz Air was interested in turning BNX into something like Tuzla before they were even considering Tuzla. They were chased away.

      Wizz was rejected after more than a year of trying to make that field an airport.
      The shack that represents a passenger terminal at BNX couldn't withstand 150 pax per flight nor could the all the pax check-in and pass the passport control in two hour time.

    Aerodromi Republike Srpske is a nest of corruption. They even managed to get Edelweiss to cancel their planned flights to BNX. It is terrible.

    It would be interesting to ask entity minister Čubrilović in what way Air Serbia "gives something" and doesn't "take anything" considering that smaller entity is paying for airport costs and handling fees.

    Another question would be how 2m BAM / year from budget for imaginary Airport Trebinje corporation is stimulating aviation in entity and country.

    While Bosnia (and rest of the countries in region) are full of incompetent people, Čubrilovićs incompetence and level of corruption is on completely different level.

      I wouldn't say that any airport in Bosnia is properly managed. Main difference is in the magnitude of incompetence and nepotism.

      TZL appears to have decent management. Management at SJJ is incompetent (airport lacks organized transport into the city, taxi drivers are ripping foreigners etc.). OMO also (lots of missed opportunities) and BNX is at the bottom.

    Vlada Rs je upravu 100% sto bi davala jednoj velikoj kompaniji kao sto je W6 pare da leti iz BNX i to je daleko skuplje nego sto se daje ASL ili sto bi nekoj velikoj Skandinavskoj kompaniji davali pare .
    Ja licno znam da OS nije dosao zbog svojih razloga a ne RS.

      Standard u Banja Luci je bolji nego u Ponekim gradovima u srbiji sto moze da se vidi po vozilima.
      A BNX u svojoj blizini ima 3 Velika Aerodroma tako da se tesko moze izboriti , a jos jedan dokaz da nemate pojma.

      Mhmm... da te podsetim da je BNX trunulu i dok je imala samo Zagreb u blizini tako da ne znam o cemu pricas.
      Isto tako, da je standard tako dobar, narod bi radije leteo iz BNX nego iz susednih gradova, to je vise nego ocigledno. A standard tamo je tako dobar da JU ne moze da napuni zimi let za Beograd iako je karta 50 evra.

      Osijek ima vec godinama letove za London a od skoro ima i letove za Zagreb. Sto se tice Sea Air-a to cemo jos videti.

      A INN-NS, je li ti ikad palo na pamet o ekonomskoj koristi van aerodroma?
      Sta ako ce Tuzla praviti 100,200k € minusa svake godine. Pa samo sa zaposlenim oko svega toga (na aerodromu, taxisti i sl.) to izadje na nulu sve skupa. A ljudi koji dodju trebaju jesti, piti, spavati negdje. I da su dijaspora, da imaju svoju imovinu u Bosni - trosit ce pare, i sve u svemu, Tuzlanska regija ce profitirati.

      Okej, reci cemo da imaju svoje kuce.Svejedno se trebaju voziti, trebaju nesto jesti. Pare se trose u BiH - i to je ono glavno.
      Imas radnike na aerodromu, njih si ignorisao.
      A dio od 150 putnika na avionu jesu turisti, i oni ce potrositi vise.
      Na kraju krajeva, aerodrom koji nema uopste nema saobracaja pravi gubitke - tako da jeu svakom
      slucaju bolje biti u minusu a imati 200k putnika.

      Svima je poznato koliko volis Air Srbiju. I svi znamo da dobijaju subvencije. Kad si vidio ekonomski doprinos Air Srbije govorio si "isplate se subvencije, veca dobit za drzavu itd itd". Sad kad se prica o dobitu van aerodroma za nesto sto nije Air Srbija, za tebe ne postoji xD

      Znaš klinac, za ovakav komentar ti bi trebao dobiti pljusku, no bojim se da je tvoj tada jako zakazao u tvom odgoju.

      Jer normalno dijete bi reklo, oprostite bio sam blentav, nisam razmišljao, izbacio sam podatak koji nema veze sa realnošču (po tko zna koji puta)... A ti umjesto da se pokriješ po ušima i ne javljaš se od sramote jedno dva-tri mjeseca, odgovoriš drsko, nekulturno i bezobrazno. Dno, dna, moj sinko. Jadno!

      5. Do kraja godine sigurno dolazi još jedan ATR i povečat će se broj letova i linija Air Serbije (istina linije se ukidaju, a broj letova rapidno smanjuje).

      Ovo su samo top 5 biseri. Cicko svakodnevno ispaljuje bisere koji graniče sa gluposti.

      it wasn't JAT it was Air Srpska.
      At that time a guy who went through a great deal in civil aviation, working some airlines from all over the world, led the Air Srpska and the company had very good LF at its route to St Galen.
      The company made profit.
      JAT participated with an airliner in the Air Srpska.
      After JAT stepped aside from the deal, Sky Srpska stopped its operations.
      The guy returned to Belgrade.
      The rest of the Managing Board, the same guys that now lead BNX, couldn't do anything for Air Srpska.
      They couldn't find neither a substitution for the airliner nor lead the company.
      Neither can they lead Banjaluka Airport nowadays.

    With this airport, things went wrong from the word go!
    The first director general was a both history and Serbian language, but mostly politically engaged, teacher. He was the first one who set all the substantial things upside down at this airport and after he retired, his Chief Operation Officer, a road-traffic engineer, was appointed as the CEO. After some eight years of ill-running the company, he was succeeded by a small military helicopter pilot; then it came to a lawyer, then the head of one of the three airport shifts, and, at length, to the newest road-traffic engineer...
    Everyone was a proved soldier of the own political party or had adequately strong connections....but mostly without any links to this business, not at all competitive and capable guys, and many of them corrupted to the bones. No any obvious results after each of them.
    They each left a several million dollar loss, about 2 per year, entirely ruined airport's fixed assets, and a chaos as far as the airport services, the systematisation of jobs, organisation, subordination, professionalism, are concerned.
    The same situation is with the rest of the Managing Board positions or other positions which require highly educated guys, or in other words, experts.
    In this company, the Education System, the Civilisation achievements and the Air Law are fully ignored, better to say annulled, so the law probably holds some guys even criminally liable. 99% of the staff were admitted without open competition. The public competitions carried out for the Managing Board positions are just a farce.

    The very important positions like the Head of the Ground-Handling Sector, the Head of the Technical Department, the Chief of the Airport Security Service, haven't been filled for years . Never have the adequate personnel ever worked at these positions!; or on many others! The airport operator only exists for the adoption of the relatives and either the proved, a political party or a clique, members, all mostly ill-equipped for the tasks to be carried out. Illiteracy and inability connects them all, they're holding together, standing up for each other, always succeeding in chasing out both the educated and capable. The corrupted state authorities allowed them to buy up diplomas behind which stands not a trace of any respectable knowledge in anything except machination in which they are experts though.

    At this airport, a university graduated traffic engineer in civil aviation has never been employed. If he'd been, there would have been no room for the ignorant who's treated as though the one were blue-blooded owner of this public company. University graduated engineers of other professions unavoidably needed at an airport, who, by some mistake, were sometimes admitted, always left this airport after a few years of humiliation.

    The bribery and corruption never fails, the result is obvious, all Bosnia airports are moving forward except this one that is rooted to the spot with the wrong guys for decades now; in the Government, in the related Ministry, and in both the Supervisory and the Managing Board.

    The worst thing is that I see no strength which can resolve all of this.

    Крајем 2011 године, распала се ЈАТова агенција за продају карата у Бањој Луци јер двојица који су радили у тој агенцији нису били у стању зарадити себи за плату. ЈАТ их више није хтио издржавати.
    У јануару 2012 године, на том аеродрому се одиграва штрајк с намјером да се поједини радници дочепају високо позиционираних радних мјеста. Све документовано на интернету. Имате изјаве штрајкачког одбора, предсједника синдикалне организације, министра Чубриловића, итд. Тако шеф смјене Даворин Михић, електротехничар рачунарског смјера, и фреш Болоња дипломирани економиста, постаје генерални директор. Он у фирму онда прима ту двојицу продавача карата. Једног од њих поставља за сејфти менаџера а другог за шефа агенције за продају авио карата. А ова двојица су већ упропастили једну агенцију. Даје им и највише плате у фирми. Јер су га подржали у напорима да постане директор. Његови људи.
    Предузеће је с Михићем још увећало губитке. Кад га више нису могли држати на мјесту генералног директора, смјењују га и доводе новог директора, наводно дотадашњег директора аутобуске станице из Новог града.
    Данас се шушка да је сада и аеродромска агенција пред затварањем јер само прави губитке.
    Нови директор Јањић, који је на Аеродрому Бањалука већ скоро пуне двије године, овог сејфти менаџера поставља и за вршиоца послова шефа сектора безбједности. Исти постаје и шеф синдикалне организације на Аеродрому Бања Лука.

    Sve što je radilo ministarstvo na čelu sa Čubrilovićem, bilo je pogrešno. Novi ministar je nastavio ono što je radio Čubrilović. Njegov pomoćnik Vesna Vožni, čitav život je provela u Željeznicama RS a onda postala pomoćnik za vazdušni saobraćaj. Prije dvije godine je na aerodrom dovela Miroslava Janjića koji za 2 godine mandata generalnog direktora nije ama baš ništa promijenio na tom aerodromu. Aerodromske službe je potpuno razvalio prethodni direktor, Mihić Davorin, koji je do momenta imenovanja za direktora bio šef smjene, dakle brigadir. Direktor je postao zato što je tvrdio da ima za vezu tadašnjeg predsjednika vlade Đombića. Kad je odletio Đombić, odletio je i Mihić. Ne zna se tačno ko je bio veza Mihića prema Đombiću. Neki kažu da su zajedno išli u srednju školu a neki opet tvrde da ih je bilo troje koji su bili školski drugovi, a treći opet kažu da ih je tada Mihić sve prevario odnosno da je ucjenjivao sa štrajkovima i uspio. Četvrti tvrde da je Mihiću pomogao izvršni direktor za pravne poslove koji je uvijek bio teški prelivoda i s jedne strane došaptavao predsjednici nadzornog odbora šta će i kako će, a s druge bio u dosluhu sa sindikalcima. Dil je navodno bio da Mihić odustane od njegove smjene a on će njemu pomoći provesti njegove planove. Što se tiče svog posla nikada ništa nije radio, bar ne ispravno. Peti kažu nešto peto. U svakom slučaju, korupcija i javašluk u toj firmi je kvaliteta stoljetno dubokog mulja. Tu je i izvršni za ekonomsko-komercijalne poslove koji je, zajedno sa četvrtim direktorom unazad, nakupovao brdo neupotrebljive tehnike u milionskim iznosima. Sva ta tehnika trune i propada. Tehnički direktor, zvani teška seljačka politika, ne zna ni gdje je šupalj a na poziciju tehničkog je imenovan sa jednogodišnjeg bolovanja nakon loma kuka na skijanju. Dakle, primljen je na posao na mjesto izvršnog direktora na štakama uz pomoć kojih se kretao još skoro godinu dana. Vesna Vožni kao predsjednik ad-hok komisije nije tada provela konkurs u skladu sa Zakonom o ministarskimi drugim imenovanjima. Primila je bolesno lice za tehničkog direktora koje ni teoretski nije moglo dobiti ljekarsko uvjerenje o radnoj sposobnosti, probila rokove za izbor tehničkog i generalnog direktora, i nije ostale kandidate, koji su bili ušli u uži izbor, obavijestila o rezultatima konkursa tako da im je uskratila pravo žalbe. Dakle, tekuća uprava je nelegalna. Ta uprava, na čelu s Janjićem, svu aerodromsku opremu je izbacila napolje iz garaže i ista kisne i vani čeka svoju drugu zimu. Dakle aerodromom upravljaju tri izvršna direktora koja su u preduzeću 15 godina i iza kojih nema ama baš nikakvih rezultata rada i novi generalni koji zbilja nije u stanju voditi jedan medjunarodni aerodrom za civilni vazdušni saobraćaj. Običan je vojnik partije. Za superplatu. U službama im je sve isprevrtano tako da se ne zna ni ko pije ni ko plaća. Sistematizacija radnih mjesta im liči na kupus. Ništa ni sa čim. Kad bi npr tehnički direktor beogradskog aerodroma pročitao tu sistematizaciju, pao bi sa stolice. Nikad njima četvorici neće doći nijedna respektabilna strana kompanija da servisira aerodrom. Kad se promijeni vlast, ta četvorica postaju piloti odnosno lete napolje. A aerodrom će tada zadesiti zemljotres od 8 stepeni po Rihteru. Kao što je uprava nakupovala raznorazne neupotrebljive opreme, tako je i jedan dobar dio radnika nakupovao kojekakvih "diploma" na nekim banjalučkim i prijedorskim pijacama koje pogrešno zovu koledžima i uz pomoć kojih se lažno predstavljaju kao diplomirani ovi i oni. Taj aerodrom je baš živo blato.

    Does anyone know which companies the managing board have had the mentioned negotiations with in the last trwo years? In my opinion, they have been just deceiving the public all the time.

    Treba da im vidite cisternu za kerozin to jest avio-gorivo za mlazne motore! Nema zahrdjalije cisterne nigdje na svijetu a da je u upotrebi. Na najosjetljivijim mjestima na cisterni, koliko hoćete sulfonata i naftanata na kojima su se, uz prisustvo vazduha, namnožili mikroorganizmi koji su zajedno sa tim surfaktantima stvorili smolastu masu. Ako je ima vani, ima je u nedozvoljenim količinama i unutra. Upravo ta želatinasta masa pravi najveće probleme malim turboprop mlaznim motorima jer zatvara dizne a i druge uske kanale, generišući potpritiske i sprečavajući prolaz goriva istim. Ta cisterna ne bi dobila dozvolu da dostavlja gorivo ni benzinskim pumpama a o upotrebi na aerodromu se ne smije ni pomisliti. A oni uporno snabdijevaju vazduhoplove gorivom koristeći to čudo od tehnike staro 30 godina.

    Umjesto da kupe drugu, do 5 godina staru cisternu, uprava se odlučuje da troši pare na zatvaranje nadstrešnice ispred tehničkog objekata nekakvim panelima punjenim pur-pjenom i rolo vratima. To zatvaranje je samo smanjilo korisnu površinu i manevarski prostor ispod nadstrešnice. Sledeći nalet leda će izlupati ta rolo vrata jer nema ni malo nadstrešnice koja ih može zaštititi. Kad zavalja snijeg, napadaće i na ta vrata, u dodiru s toplim vratima, taj snijeg na njima će zalediti i ista se neće moći otvoriti. Vrata su, suprotno propisima, bez mogućnosti ručnog otvaranja. Ta budalasta ideja o zatvaranju nadstrešnice potiče od sadašnjeg tehničkog direktora koji nikada nije napisao nijedno jedino uputstvo za rad tehničkih službi i službi prihvata i otpreme vazduhoplova, putnika, robe prtljaga i pošte, a bio je šef saobraćajno-tehničkog sektora na tom nazovi aerodromu najmanje 12 godina prije nego ga je korupcija imenovala tehničkim direktorom. Nikad nigdje na drugom mjestu nije bio zaposlen odnosno nikad ništa, niti je radio, niti ima kakvog pravog radnog iskustva u struci, niti šta zna. Inženjeri koji su projektovali taj tehnički objekat su po njemu budale a on klipan zna bolje tako da tehničkom objektu ne treba ta projektom predvidjena ogromna, vrlo iskoristiva nadstrešnica.

    Kad smo već kod avio-goriva, na stabilnom postrojenju za skladištenje goriva od 4 pumpna postrojenja radi im samo jedno. Ostalo nije u upotrebi godinama. To postrojenje koriste i OS BIH, dakle imaju se dva korisnika što takodje nije dozvoljeno vazduhoplovnim propisima. Može biti samo jedan vlasnik i korisnik, i taj je odgovoran za čistoću kerozina. Jedinom pumpom koja je ispravna, prolazi kerozin iz dva odvojena rezervoara od dva različita dobavljača. Zaostalo gorivo iz prvog rezervoara, zaostalo u pumpi i cjevovodu, ulazi u cisternu zajedno sa gorivom iz drugog rezervoara. Dakle gorivo se stalno miješa. Oni toga uopšte nisu svjesni.
    Cijelo to postrojenje je u jadnom stanju.

    Donedavno nisu imali ni carinsko skladište iako postoje već skoro 20 godina. Naplaćivali su kompanijama sva akcize i poreze tako da ih niko nikada nije shvatao ozbiljno. Sve u svemu, ko ovo sve ne vjeruje neka ode tamo pa se sam uvjeri. Ja već jesam.

    When they started to ground-handle the chilled meat, the Managing Board hired a bunch of university students from Banjaluka to load the 45 ton cargo into the 170 ton freighter because they didn't have any high-loader at the airport. They had to use the PAX sill and to dismantle every EPAL-pallet of meat on it and assemble it in the freighter again. Poor ones.

    Taking pity for the students, and in order to shorten the loading time, and when it came to very heavy, a-half-calf pieces of the chilled beef, the airfreight company manager brought them a powerful high-loader from Istanbul. But the BNX Board then fell into another problem. They left the loader out in the open the whole last winter and the misty air and the freezing temperatures did the job, the high-loader electronics got fired...

    Even after a year, and even they already experienced a failure on the high-loader, the Board guys aren't ready to move the loader from the open into any garage or under any kind of canopy. They learned nothing from the last winter season. But, yeah, as it is already said here - though in Serbian -the technical director came up with such nice idea to close the very big technical garage canopy using some huge sheet metal panels filled with polyurethane foam, besides, throwing out every equipment from there. That huge empty space now serves as the front entrance to the makeshift cold storage for the chilled meat. He can now buy yourself a lollipop and lick it victoriously.

    Will the loader get broken again? Of course not, the fortune favors fools and drunken.
