    Missed opportunity for OU.

At this time, OU is a missed opportunity.

    2. We'll see the number next year, and only then will we be able to talk about missed opportunities or not.

It's much easier for a local LCC to judge demand, plane availability, and more easily adjust pricing according to competition in the local market, than for a foreign carrier (in this case OU) to have a good sense of demand, pricing and frequency, etc. in that same local market.
