This is good news, SAS is a good airline and Scandinavians good tourists, but is Montenegro really winning? How many percent of Tivat's historical passengers were from Russia and Ukraine?

True and strange. Ljubljana might not be a top attraction but if you combine LJU with Bled, Kärntner lakes, Stajerska, Kras, Goriska Brda, Friuli incl. Trieste and Istria together, it is definitely worth a travel.
I think the main problem is not the region as a destination, but more Fraport.
Fraport btw just withdraw from the Chinese market and sells its stake in Xian airport
