Belgrade Airport to overhaul runway and terminals by 2024


The new operator of Belgrade Nikola Tesla Airport will carry out a number of infrastructure developments by 2024, valued at over half a billion euros. According to the Serbian government, the concession agreement, which is yet to be made public, obligates VINCI to reconstruct the existing runway, build a temporary runway, overhaul the apron, build new taxiways, including rapid-exit taxiways, which permit aircraft to vacate the runway at high speeds, renovate and expand the airport's two terminals and improve overall services and facilities. While the overhaul program will increase the airport’s capacity, the modernisation will also make operations more environmentally friendly. All of the aforementioned projects must be completed within the first five years of the takeover. VINCI is set to immediately reorganise and optimise passenger flows by expanding retail areas inside the terminal buildings.


VINCI is also expected to build a new terminal building sometime over the next two decades. Furthermore, it will be required to grow passenger numbers to fifteen million per year by the end of 2043 and increase aircraft operations to 120.000. The operator estimates that Belgrade will hit seven million passengers by 2024 at the latest and ten million by 2030. The French concessionaire noted it has an "energetic investment plan" in place for Belgrade Airport, which includes, "developing a very strong airline marketing policy". It added, "We will work very hard with other airlines to create routes which develops connectivity for the country and the city and brings many new visitors. VINCI Airports understands their [airline's] needs and perspectives and provides data, forecasts and analysis to let them make enlightened decisions. VINCI Airports teams work tirelessly to encourage airlines to open up new routes and works with local economic stakeholders and travel companies to guarantee their success".


According to the company, the investment and modernisation program aims at increasing the airport’s role in the region. VINCI made an up-front payment of 501 million euros for the 25-year concession last week. It will also pay an annual concession fee of between 4.4 and 15.1 million euros, which will vary depending on the annual profit and the percentage payable to the state. The International Finance Corporation, which is providing part of the financing, said, “We are delighted to support the entry of a global leader in airport operation to Serbia, helping Nikola Tesla Airport reach its full potential for all stakeholders. This is the first airport concession in the country and we hope it will serve as a model for how the private sector can deliver efficient solutions in infrastructure in the region” . Another partner, the European Bank for Reconstruction and Development, noted, “This is Serbia’s first large infrastructure concession and we are delighted to support its financing, together with other international partners. The competitive, transparent and sound process which is at the heart of this project will also be the foundation of its success". Belgrade Airport stocks on the Belgrade Stock Exchange reached their highest value yesterday since they began trading in 2011.

    Again, I hope I am wrong. 5 years for a sole runway and current terminal extension is a lot.
    If I am not mistaken, it took ZAG almost 3 years and look at their high-class product.

      I don't know have you ever been to Zagreb before? The 60s shoe box terminal lacked basic services and a new terminal was necessary.

      I doubt anyone would build a new terminal in Belgrade straight away as there is absolutely no need because you can expand T1 and T2 at both ends and current capacity (without any expansion) is close to 10 million.

      So not true. New terminal planing starts in 2006 and finished in 2016. So it is not 20 but 10 years. First 6 years was decision if to do it with concession or without it.

      Most airports in the region have much nicer ones too. Good logos: PRG, BUD, ATH, CGN and so on.

    Airport plans going back 30 years included new terminal and new runway. In March of 2003 when BEG had 1,6 mil annual passengers based on 2002 numbers, EU agency also proposed BEG development plans based on a new runway and a new terminal. In April of 2015, outgoing management presented vision for 2030 that was also based on a new terminal and a new runway. Now that BEG will have over 5,5 mil passengers, that firm commitment to second runway (not inserted) and a new terminal has somehow vanished from immediate requirements for a new 25 year concessionaire. Hundreds of millions of infrastructure equity that were planned for decades have been replaced with temporary solutions and pushed out indefinitely.

      If the Serbian Government didn’t ask for a €500m payment at contract award on top of annual fees then I’m pretty certain some, if not all of these capital investments, would have been included as requirements in the contract.

      You can’t have €500m payment, plus €5-€15m annual fee, plus renovation and expansion during the first 5 years PLUS new runway and terminal.

      If as some claim here that civil aviation is bringing hundreds of millions of Euros annually into the Serbian economy through Air Serbia then I would have preferred to strengthen this offer by providing a world class terminal facility rather than take a one off payment and be stuck with a terminal from the communist period for decades. However, kickbacks are easier to receive through one off payments rather than annual fees over a 25 year period, so there’s some logic there.

      That is one of plausible explanations. Current govt gets a lot more upfront cash than expected back in 2013/4, concessionaire gets to spend a lot less by not being required to build completely new runway and terminal, and Govt of 2043 gets screwed by geting back maxed out airport based on an obsolete 60-70 year old core.

      We can see inserted runway and terminal layout with extended C concourse to C14, out of which three seem to be for widebodies. Updated A6-A10 gates are likely. If you zoom in, most interesting part is trapezoid shaped object just outside of current Terminal 2, behind current C1-C6 gates.     I have been connected to Airline industry since early childhood and have deep connection to Belgrade Airport. Just few observations. Discussing logo is very subjective like discussing cars, but I personally think new logo is (and I hope) temporary solution. It screams low-cost/younger travelers/nightlife etc. Font, color do not project higher-end look. It is also a mis-match with current A drawing it has. It does somewhat match Vinci colors and red dots. Again, i was hoping for higher-end look, but hey if they have strategy with this marketing start, all power to them. As far as terminal, I agree that they can easily re-do and expand current one and it can look good. As long as it is not a mis-match of different designs/materials but rather nicely-flowing interior and exterior, then it will be good. Bottom line, I think this is great for both Belgrade, Serbia and Region.

    I don't think people are aware of the scale of things they will do in the first 5 years and are purely focusing on a new terminal.

    First they will build an inserted runway, reconstruct existing runway. add 5 new A gates, build supporting infrastructure like administrative buildings, make a new taxiway system and build new taxiways. From what I hear B gates apron will also be extended and improved.

    They will also eventually build a full second runway, not inserted.

    They didn't buy all that surrounding land for nothing.

  30. Za pocetak je dovoljno od VINCI Airports sto se tice rekonstrukcije oba terminala i ostale infra strukture. Iskreno sam iznenadjen da u svojoj strategiji investicija su stavili izgradnju Treceg terminala i paralelne (ne insert) piste tek pri kraju svoje koncesije. Zar preko 700 miliona evra uz napomenutu rekonstrukciju nije dovoljno za novi terminal od 50 hiljada kvadrata?... Sto se tice novog loga za rekontruisanu vazdusnu luku nebi trebalo da predstavlja problem. Izuzev volje od ljudi koji odlucuju... Ovde bih, nezavisno od VINCI-jeve investicije pomenuo i gradnju buduceg hotela na aerodromu. Ostaje samo nada da ce hotel imati dovoljan kapacitet i za goste sa plateznom moci od 50 evra. Sto niza cena, veca je popunjenost. U svakom slucaju imace kapacitete i za ljude koji mogu platiti 150 i vise evra na noc. Verujem da ce u iducih 10 godina hotel biti izgradjen. A cene? Kako odluci investitor, njegova analiza i strategija. Sigurno jeste da ce investicijom od blizu tri cetvrtine milijardi evra, Nikola Tesla se preporoditi i zasijati sjajem u odnosu na dosadasnji utisak. Bez ruznih rasutih objekata koji su rasuti izmedju velikog Hangara i malog kargo objekta. Uvek kada se dolece ili odlece ostaju ruzni utisci. Novo vreme dolazi. Bez "udzerica". Bar na na aerodromu koji nosi ime Nikole Tesle. Vedriji dani dolaze za korisnike Beogradske vazdusne luke i svih koji vole aerodrome i komercijalnu avijaciju.

    By Vinci's taking over BEG it is expected nothing but Belgrade airport to boost its numbers. It is already far ahead of ex-Yu airports but with Vinci's management its goal should be catching up with airports like SKG or SOF and beyond.

    It is good to hear many new improvements, including second runway, will be done in BEG. With many new destinations BEG will become true magnet for passengers from neighbouring countries and it will surely reach 7 million far before 2024. Realistically it will already happen in 2021.

      Air France confirmed already flying to BEG starting from next summer season.
      It is very likely U2 will open a base in Belgrade.
      Already announced significant winter and summer traffic increasing from all together LH, LX, SU, LO, OS etc.
      It is also possible FR will start flying to BEG.
      JU summer schedule expexted to be nice surprise.

      In this entire discussion of improving arrival numbers, everyone seems to have forgotten one critical and important element - promotion of Serbia as a tourist destination. It is not enough to do all these great things to the airport, if the destination itself remains largely unkown.

      On this point, the Govt has a big job to do, because doing all these things to make the airport better, will be in vain ...

      Don't forget SKG is now in the hands of Germans. They are currently investing on their portfolio.
      If SOF is given to the English or Spanish it will be very interesting what happens.
      BOJ will be expanded according to Fraport, same as LJU and has very similar SPU traffic.

      Now if BEG secures a bigger terminal and second runway and aims for 12 million, even more interesting.

      The good thing is that we see mainly positive trends in the Balkans and a very healthy "competition".

      People choose to fly to a destination, not because of the shape/condition of its airport facilities/infrastructure. In most cases, unless they have been there before, people have no idea re the state of the airport that they are flying to. You can build anything, but if there is no destination demand, then it is all for nothing.

      If airports do a good job and attract airlines who will offer attractive prices many customers will chose that destination although it was not their original intention.

      And we have also the opposite examples. Bordeaux is really nice city, but with horrible LCC terminal csalled Billi. Because of it many people will not fly there anymore although they would maybe like to visit Bordeaux again.

      The old website wasn't perfect but this looks as if they just wanted to get rid of the old one in a hurry. Overall they corporate identity leaves a lot to be desired.

      In the old website, you can clearly see the gate number, the code share partners, the aircraft type, the old and new arrival times.
      Those "old fashioned blinking lights" showing airline status landing or not.

      The drop down menu to search for the statistics.
      I used to check the website quite regularly. For me, this is simply sad. The once authentic Serbian website is now nothing but a minimalistic, dull MS Excel website.

      Nemjee bro, I used to save this website in my favourites and not even from Belgrade myself.
      Honestly and no kidding here, the previous website was extremely good.
      I also use FR24 but liked the dark main carrier and code share in lighter font.

      You enter, see what that the temperature is, what the wind speed is...the concession news. All so professionally made.

      The previous website was visual and user-friendly.

      I will try to delay my fury and wait silently for a positive change in 2019!

      Nemjee - design is subjective. Unless you are a graphic artist and can find objective technical faults in its design elements, then let's just leave it at that.

      As for some of the things it has deleted from the previous mgt, that is another matter altogether and I would support your view on this aspect.

      Agreed. If the one-off payment was not included in the contract that sum could have been invested in terminal(s) facilities.

      Needless to say, Vinci will anyhow overstate their investments into runway and terminal renovations, but nonetheless capital investments would have been much higher without a doubt.

    Airbus330 aircraft has very sensitive landing gear,this aircraft needs very smooth runway surface asphalt for landing.The newer aircraft only Boeing 777/787 and Sukhoi 100 superjet has very strong landing gear and all Tupolev 214/204 aircraft models.

      I hope they are not done with the website. Unlike with the previous one you can't see yesterday's and tomorrow's flights. There is also no seasonal timetable and so on.

      What are you people talking about? I just opened the desktop version of the Belgrade Airport site and it is really nice. Beautiful images of Belgrade in the background, clean, modern, nice colour template. Overall a major improvement on the bright red from before.

      And for the person talking about "Serbian heritage" or whatever, the site has actual imagery of Belgrade, Cyrillic font. It has more to do with Serbia than the previous site.

      Overall I really like it and I'm neither some Vinci or BEG cheerleader. I just think it is refreshing and easy on the eye compared to the previous one.

      The list of airlines was visible, the schedules were clear and you could feel that human touch.

The primary issue here is that unless they add more content (as mentioned above), this version of the website will be a massive downgrade. As for the name of the airport, it is an insult that they have more or less removed it. In my opinion it is disrespectful towards the country they came to do business with. Tesla is part of the Serbian brand and almost completely removing it actually make BEG as a brand far less recognizable. As I wrote yesterday, I think they had to remove it so that their company logo could be placed in its place.

    I think the new look of the website is fine. It does have Serbian Cyrillic (in fact its the default setting). It's clean, modern, easy to navigate, and optimized for mobile screens. Sure it's lacking some of the content that the previous version had but remember, they just made change so more may be coming.

    Websites change and are updated all the time. I'm sure the next change will have its share of critics who are nostalgic for the good "old" version.

    Map of Vinci Airports, clearly shows Serbia without Kosovo. Whatever your position is on this issue, this is just bad for Vinci's domestic PR. Waiting to see how long the media takes to notice this.
