Montenegro's airport concession progresses amid controversy

Montenegro is pushing forward with its long-running tender to grant a thirty-year concession for the operation of Podgorica and Tivat airports despite controversy which has marred the process over the past few weeks. Last week, pressure mounted when three key members of the government’s Tender Commission, which is evaluating the two submitted bids, resigned. They cited serious concerns about “possible irregularities, undue influence… and unequal treatment of bidders”. Reports also suggested that the International Finance Corporation (IFC), acting as a consultant, may have withdrawn over “violations of tender principles”. However, Montenegro’s Deputy Prime Minister and head of the Tender Commission, Nik Gjeloshaj, underscored that the process remains transparent and impartial, with IFC consultants present and engaged. He confirmed that the commission would complete its evaluation and forward a decision to the Transport Ministry by the end of the week.

The two bidders are Luxembourg-based Corporation America Airports (CAAP) and South Korea's Incheon International Airport Corporation (IIAC). According to a report by the daily “Vijesti”, the Tender Commission initially disqualified Incheon’s bid. However, the IFC is said to have given Incheon a much higher ranking in the evaluation process than Corporation America Airports.

    Ask yourself, what would Germany do if they had to pick one for Montenegro? Would they prefer CAAP?

    I told before that TAV will not pay too much efforts here ,because obviously smells for a corruption .... TAV ans ADP are serious player they dont put focus on things like this.
