Montenegro to designate PSO routes

The Montenegrin Ministry of Transport has proposed that the government adopt a new regulation outlining the conditions for declaring air routes of public interest and the way such routes should be operated. For the first time, the state is introducing a framework that allows the establishment of Public Service Obligation (PSO) flights, a move aimed at improving Montenegro’s air connectivity. The regulation sets out the criteria for designating a route as being of public interest, along with the rights and obligations of airlines operating these services. Such routes are considered vital for boosting economic growth, strengthening social cohesion and ensuring Montenegro’s accessibility to key destinations in the region and the European Union. “The introduction of routes of public interest marks an important step toward building a stable and predictable system of air connectivity. Through clear procedures and fair conditions, the state will ensure accessible and reliable air links for citizens and the economy, especially on routes where there is no commercial interest from airlines”, the Ministry of Transport said in a statement.
