Air Serbia files for US permit

Air Serbia bids for entry into US market

Air Serbia has requested a foreign air carrier permit from the United States that, if granted, would enable the airline to provide scheduled and charter foreign air transportation of persons, property and mail on any and all routes authorised pursuant to the new US - Serbia Open Skies Agreement. In its application, the airline says it will first provide services to the United States in a codeshare agreement with Air Berlin via Germany, and could eventually offer its own flights. It marks the second time the airline has requested codeshare rights, after it was rejected by American authorities in October 2013, following strong opposition from Delta Air Lines. As a result, this latest application, and the response it receives from the United States Department of Transport (DoT), will be closely monitored, as it will indicate possible opposition from carriers and other groups.

Air Serbia is seeking to be granted rights to place its “JU” designator code and flight numbers onto Air Berlin’s services from Berlin to Chicago, Miami and New York JFK, as well as from Dusseldorf to the Big Apple. In its application, the Serbian carrier says, “While Air Serbia initially proposes to provide scheduled air service from Belgrade to New York, Chicago and Miami pursuant to a codeshare arrangement with Air Berlin, Serbia's recent achievement of Category 1 status under the FAA's International Air Safety Assessment Program makes it possible for Air Serbia eventually to provide its own service to the United States”. It adds, “Air Serbia is fully qualified to provide this service, which will inject important new competition into the US - Serbia air transport market, and will be fully consistent with the public interest”.

In its application, Air Serbia claims the flights are in the public interest and that allowing it to operate its own services will boost competition. “The new US - Serbia Open Skies Agreement, and the broader public interest, strongly supports a decision to grant Air Serbia the requested authority. At present, only a single US carrier, United Airlines, holds out a scheduled service to Serbia, via a codeshare with its European alliance partners. Allowing Air Serbia to offer its own scheduled service to the United States would be consistent with the Agreement, and inject an important new competitive option in the market”, the airline says in its filing.


In October 2013, Delta Air Lines appealed to the DoT to reject a codeshare agreement between Air Serbia (then Jat Airways) and Etihad Airways on flights from Abu Dhabi to the US. At the time it said the two carriers had not been candid with the Department concerning Etihad’s ownership interest and effective control of Jat. It later filed a separate docket against the approval of codeshare flights between Air Berlin and Air Serbia on services from Germany to New York and Chicago. Etihad responded to these allegations by saying, “No US carrier, let alone Delta, directly serves the US - Serbia market, and no US carrier (save for Delta) opposed these applications. It is essential to note that even though US carrier interest in these applications may be limited, the interests of Serbia and Abu Dhabi are not”.

Aviation authorities from the United States will perform their final checks on Serbia’s readiness to handle transatlantic flights this September. Late last month, the Serbian government said that Air Serbia will launch flights to the United Stated towards the end of the year or during the first quarter of 2016. “The launch date depends both on the airline and airport, not their technical capabilities, as they are already prepared, but rather on market conditions. With all certainty we can expect these flights to commence either at the end of the year or in the first quarter of 2016”, the government said.

    8. This issue of people leaving ASL for horrible working conditions seem to float all the time as a proof how bad the management is. I don’t know the situation so I won’t pretend to know what’s behind it but I’ve heard and seen many situations in Serbia and BiH where people quit jobs as soon as something is not going their way. Examples I’m talking about left me scratching my head and asking myself how someone who apparently struggles in life, have very limited employment opportunities etc. can give up so easily. So, I’m not sure I’d read into this very much. Also people leave for multitude of reasons, both valid or not. At the end of a day, we are all replicable. I agree that high employee turnaround is never a good thing, but the low one isn’t either. In the country with high unemployment like Serbia might actually be a good thing. Somebody who doesn’t have a connection, is willing to work hard, really needs a job and is willing to put up with bullshit we all have to deal with every day, might just get a chance.

      People who work at the airport have 19 hour shifts and get paid 30K a month. Do you think that's reasonable?

      Also, cabin crew have horrible work conditions. Many, many have left the airline after a year and moved on to Qatar or Emirates. Working conditions might be harsh but at least the money is incomparably better. Take the example of the scarf which was pure plastic. It took the airline 6 months to replace the fabric after crew complained of having massive rashes all over their neck.

      Then there is the HQ where many, many skilled employees left due to bullying and generally a certain high level employee harassing people all around. The situation in JU is not great, on the inside, on the outside everything is wonderful.

      Air Serbia's WOW moment is gone. Lot's of people left so generally people know what kind of working conditions to expect, which was not the case a year ago.

      It is very visible that Air Serbia has big issues with middle management from day one. It is not new thing, it was/is visible from outside very well for those who look. Unfortunately it is going down and Etihad is not really supporting. You can simply feel that Etihad is puting Etihad first and then all others (which is OK and reasonable) but then what kind of equity it is?! Let's see...

      I hope that things will turn around and that we will see hard core professionalism on all levels.

      My wife (university educated, graduate degree, very experienced in what she does) just worked 22 hours over the last weekend. Before this she worked for 5 straight days and this week she’ll do at least 10 hour days at least every day. First day off she might see is Saturday. So, this week (starting Saturday) she’ll work close to 100 hours. She’ll make exactly $0 extra for all of this. She might (only might) get two days off for weekend days. What am I trying to say is that shit happens, most jobs these days are not 9-5 and require extra effort and flexibility. People everywhere tehse days are expected to do a bit more for less. Don’t get me wrong, I’m not defending ASL because I don’t know the situation but what I’ve heard and seen from some of my friends and family tells me that people there are sometimes very delusional. The worst thing is that as soon as those people come here they have no problem answering such requests because they see noone else complaining.

      Listen, I agree that 19 hour shift is not normal and if it happens all the time, it points to different kinds of issues (understaffing, strained relationship with low/midlee mgmt.. etc.). But again, I’m not surprised if that happens in airport environment where you have delays, meteorogical issues, emergencies compounded all with sick leaves, last minute cancallations etc. My nighbour works for AC at YYZ and he tells me of long shifts and shitty outside work at -30 deg all the time.

      The other thing you mentioned, 30K salary is low. I would say very low. However, the issue is in supply in demand. THe day ASL or any other business is not able to fill a position they’ll either increase the pay or change working conditions or hopefully both. Unfortunately, supply/demand curve in Serbia is heavily tipped and until balance is reached such low wages are here to stay.

      You didn't get what I was saying, 19 hours is normal. That's how it is, that's the shift you work every third day unless you have an extra shift of 6 hours. The first two years you work for 30k and then it goes up to 34!

      They've now cut public transport pay and topli obrok which was a nice 7K addition every month.

      This is beyond bad, especially for the airline as all those who are competent are fleeing like crazy. Starting salary in the HQ is €440 per month and it doesn't change for at least 18 months.

      JU really needs to work on improving moral with its employees. Whats the point on joining JU when the contract is only for 1 year? Ground staff given 20 hour shifts is appalling to say at best. A couple of months back, I sent a compliment into JU regarding a fantastic team working onboard a flight to AUH and to this day JU have not responded to at least say thank you for the feedback, let alone praising the crew, considering names were mentioned! Judging by their facebook page, customer relations is crap.

      Everything on the outside is wonderful? no, and far from it. JU have a lot of room for improvement. Air Serbia got rid of some good people who worked with Jat!

Conditions are ok, but JU is not a motivating airline to work with as an example I wrote above, the 1 year contract is not appealing, and the company is more focused on changing things that don't need to change such as translating all the manuals from Serbian to English rather than improving on things that are not working for them - ie: the temporary contracts.

Second of all, all the new ones are reporting on their colleague when they don't do something as big boss demands it. Generally, cabin crew is not that happy and that's why so many of them are leaving.

      19 hour shift WOW. I have a hard time believing but I’m sure you know what are you talking about. That's definitely not normal even if they have a number of day for rest in between. Why would you even schedule your people like that? I would understand if there was some emergency or bunch of people didn’t show up at work that day that you ask certain people to stay longer and fill the holes but to do that on a regular basis … . To me that points out incompetent managers, nothing else and goes along with what I always believe is the biggest issue in Balkans. That is the fact that average manager doesn’t have a clue how to operate in normal, competition drive environment.

      Reporting is even in the ME3 where quite a few JU crew are leaving for. QR is by far the worst of the ME3. The ME3 also have 'mystery shoppers' to ensure the standards are met. Someone doing their job as per expectations should have nothing to fear. However, shit does happen to put it directly and simply.

      Unlike in Serbia, in Qatar and the UAE it is illegal to protest as well as to have a union. Having said that, the salaries are higher and benefits are better, depending on the company, not to mention layovers on top of everything. Still, quite a few QR crew have 'escaped' the company during their layovers.

    24. JATBEGMEL I’m not sure what the regulations are 100% in Serbia but I think it’s cheaper and easier to get rid of people if they are not permanent full time. So, even though I might not agree with it and I don’t think they are good for the morale, mgmt. might be willing to pay the price to gain extra flexibility.

      All this other BS about some group spying for mgmt. I’ve heard that before as a complaint and to me is an utter stupidity. Do you think that my neighbor from the next cubicle wouldn’t tell my boss if I’m doing something wrong? Of course he would and he has every right to in my mind. If FA is doing what they are supposed to, why would that even bother them. If you are trying to cut corners, take stuff for yourself that doesn’t belong to you than they should report you.

      The thing is that this reporting is misused in the end. Crew are reporting on each other like crazy and for the stupidest things! Pursers are forced to grade 4 f/as every month and for each grade they have to write a paragraph why they gave the grade and so on. What I am trying to say is that the system they have set up is full of bureaucratic nonsense.

      But it's ok, the most important thing is that when Dane and his buddies go to AUH that they have 4 carts of jagnjetina ispod saca, wine, champagne... brought for them.

      grading is done in the ME3 as well, in EY it is called 'iReview' and in EK it was 'flight review'. In EK every crew was graded after every flight, and seniors were encouraged to find shortfalls even as pathetic of a coaster with the logo not facing a customer. The system was suspended temporarily for 'improvement' due to pressure from crew to do so.

    My old estimation for JU to start long haul is march 30 of 2016 or so. Codeshare with Air Berlin is no no, its a weak airline, i know Etihad forced it, but it would be better they codeshared with V Atlantic via LHR. Air Berlin will however go bankrupt soon so they will codeshare with Alitalia along with some direct flights.

    OT: Air Serbia launches web checkin starting August 10. to select destinations, eventually expending their network over the year! It will allow checking as early as 36hrs and as late as 60min.

    I went on their site, but I could not see it...hope it will work as the company says! Good news :)

      But you are missing something, no one said that online check-in wasn't coming, people were complaining that it wasn't there! JU was badly hurt by not having it, that's something basic even the most dysfunctional airlines have.

      Also, the winter timetable was mentioned many times before online check in became available so your argument once again doesn't fly.

      As for the business class argument, are you saying I am wrong? In winter time CDG is the businest with C class loads of around 30%!

      OS is not really some competition. Their service is not stellar and neither is their product. I recently flew on their refurbished B763 and it was disappointing, but an improvement to their previous product. JU business class in their A319 looks more spacious to the OS B763 which looks like an internet café.

      Jat offered more on short haul compared to A3 and even OU, not to talk on Air Serbia. But the biggest disadvantages to JU is being relatively new and unknown, BEG being what it is, Serbia lacking tourism and a poor Serbian economy.

      JU is taking too long to implement improvements, such as online check in and better customer relations, which havnt been positive to a brand still in formation.

  13. Going back to today’s topic, I had some time on Friday and I read their application. I went through resumes of 16 individuals listed as key management personnel. 4 out of 16 are foreign nationals ( I include Dane here as well). One thing I noticed about 12 Serbians is that those that came from somewhere else have well developed, presentable CV. Except HR lady to a certain extent everyone else’s is very poor and amateurish (this comes from someone who hires people on a regular basis). I’m wondering if this is a widespread practice and how in general people look for work.

      You have to understand something. When it comes to Etihad, a lot of their less qualified workers ended up in JU wihich is nothing surprising but it still hurts the airline big time.

    ASL winter schedule has been finalized. Serbian airline will fly to 33 destinations from Belgrade, with LCA and BUD missing this time. As previously announced, ASL will increase number of operations to BEY and TIA. At the same time, the airline will decrease number of operations to 14 destinations, with SVO, AMS and WAW affected to the greatest extent. In total, ASL plan to execute 6% fewer passenger operations in comparison with last winter season. Cabin capacity will be cut by 12% in attempt to increase average load factor to 67%. Last winter LF stood at 60% sharp at ASL.

    7. Letovi za Moskvu su planirani na način da avion odlazi za Moskvu kao JU654 u 17:35 (sleće u 22:25) i da se vraća sutra ujutru kao JU651 u 10:25 (u BG je u 11:25). Do sada nisam video da prave takve rotacije. Da li će avion noćiti u Moskvi ili će nastavljati negde dalje? (poput kombinacije Beograd - Abu Dabi - Maskat)

    with the war going on between the US carriers and those from the Middle-East, how do you imagine that they will grant ASL permission to fly to the US? Are you aware of what is happening there? If yes how do you expect to give permission to a ME subsidiary?

    1. If you read the application they are using every argument to prove that GoS is majority shareholder and that Etihad’s involvement is merely as a minority shareholder. Also, they are arguing that since none of the US airlines operate in this market, it doesn’t pose any threat to them. All of this is correct in theory but might be over simplification. Is any of the US airlines or lobby groups react remains to be seen but what you are saying will definitely play a role.

      Well, there is the whole issue with Kosovo and Taci's government paying lobbyists in DC €40,000 a month to lobby for Pristina's interests.

      So Serbia's position is slightly more complicated than that of AZ and AB... especially since you forgot that both of these airlines belong to countries which have an Open Skies agreement with the US.

      А што се тиче Отвореног неба, авио-компаније ће ипак морати да поднесу захтев и да добију одобрење одређених установа те није као да су све препреке уклоњене.

      Исто бих хтео да додам да Отворено небо са ЕУ и са Србијом није иста ствар. Америчке авио-компаније би много мање протествовале што се тиче ЕУ јер оно представља јако важно тржиште за њих.
      Србија, баш као и државе Персијског залива, су небитна тржиште те Делта и остале компаније могу себи да приуште да се боре против њих. Ту је још једна велика разлика између Ер Србијe, Алиталије и Ер Берлина.

      Делта и друге компанијe немају намеру да лете за Србију док то није случај са Немачком и Италијом. Не кажем да ће нас Делта сигурно саботирати али имајући у виду колико су отворено и дрско лобирали против нас, сигуран сам да неће тек тако прихватити да кренемо да летимо.

      У закључку, треба мало боље изанализирати ситуацију пре него што се крене у насилничке поступке као што је детонирање Ц4. ;)

      - Delta je već banala Aer Serbiju u prošlosti, i to dok još nije bila ni izblizu toliko profilirana kompanija, zašto to ne bi napravila i sada, posebno u slučaju direktnih letova?

      - Delta, United i American su navalili ko mutavi na MEB3 (Etihad, Emirates i Qatar). Odvija se pravi rat. Obama mora donjeti odluku. Stvarno mislite da u tome Etihad neće gledati svoju guzicu i da se neće baš nešto pretjerano boriti za Air Serbiju zbog svoje vlastite borbe. Nije to Turkish i Istanbul gdje su mogli upotrijebiti svoju utjecaj. Ovdje su stvari bitno drugačije

      - Nitko u Americi nije glup pa da ne shvača da je "manjinska količina dionica" zapravo razlika do tek 2% i da Etihad zapravo superiorno vodi Air Serbiju. Znaju oni tamo dobro čiji je igrač Dane Kondić, znaju oni da direktorica aerodroma Zadar odlazi u Dohu na pregovore za letove Beograd-Zadar, znaju oni dobro da je Etihad naredio ova zimska rezanja... Dakle znaju oni dobro da je Air Serbija zapravo samo Etihadova ispostava.

      - Jasno je da nije ista situacija Alitalije i Air Berlina u usporedbi sa Air Serbiom. Prvo ove dvije kompanije već odavno lete za SAD, drugo velike američke kompanije svakako ne žele ugroziti svoje letove za Italiju i Njemačku, treće iza njih stoji močna Europska unija sa pola milijarde stanovnika i najbogatijom ekonomijom na svijetu, četvrto i same te kompanije su vrlo utjecajne sa code-share ugovorima, znatnim kapitalom, vezama, ogromnim narudžbama Boeingovih aviona...

      - na kraju Obama će morati pokazati zube. Teško da će uspjeti potpuno ukinuto open sky sporazum sa Arapima, ipak su tu i JetBlue, FedEx i ostali koji na njemu žive i traže da se to ne dira. Ali morat će i nešto napraviti da ne ispadne da je šonjo. Vjerovatno će se limitirati prisutnost MEB3 kao što je to napravila i Kanada, a onda ostaje mazanje očiju nebitnim ograničenjima poput zabrane letova Air Sebije. Dušu dalo da se pokaže kako su žestoki, močni i nepopustljivi. A koga briga za Air Serbiju. Niti vlada Srbije ima snage da se tome odupre, niti govorimo o tržištu koje će time naškoditi Americi
