I really wonder if these news are published to make fun of Ljubljana Airport (admit it, expanding terminal capacity while the traffic disappears almost completely and not expected to return back in near future is hilarious).

Traffic will return. Just wait until Summer. In the US I can confirm you that Domestic traffic is already in high numbers again. I work for a US Carrier and I see their domestic loads. Another couple weeks, perfectly timed with the opening of the new Terminal, pax flows will return again.

I think it was right decision to build it. New terminal is for next 30 years not for today. But hope for new flights soon. Menegers should be very active and open minded. They should find financal options to get new flights. So many small airports are getting new flights, but not Ljubljana.

Will the existing terminal get an upgrade? Redesign on the outside at least?

Yes, old one will be renovated. I think they said 2023 or 2022. Because next half of the year slovenia will have a lot of brussels flights.
