Belgrade Airport emptied and flights cancelled after staff blunder

Belgrade Nikola Tesla Airport was forced to empty its entire terminal yesterday afternoon after passengers on an arriving Air Serbia flight from Skopje were bussed from a remote stand to the wrong gate and mixed with departing passengers. In line with rules and regulations, all passengers inside the terminal that had passed through security were forced to do so again, causing significant queues, both at passport control on arrivals, as well as the centralised security check area for departures. As a result, seventeen flights were severely delayed yesterday evening, while eight were cancelled, which had a knock-on affect on departures this morning. All operations were brought to a standstill for over three hours.

In a statement on its social media channels yesterday evening, Belgrade Airport, said, “Due to an error in the mandatory passenger movement at the airport terminal, the Ministry of the Interior is carrying out an emergency security check of the building which will lead to potential delays on a certain number of flights in the evening and morning waves”. Air Serbia, in its own statement, was more critical, noting, “Due to an error in monitoring the regular flows of incoming passengers by the competent services at Belgrade Airport, the Ministry of Interior of the Republic of Serbia ordered an extraordinary inspection of the departure terminal”. It added, “Air Serbia regrets any inconvenience and thanks passengers for their understanding. For those on flights whose departure time has been delayed by more than two hours, the Serbian national airline will provide refreshments, and all those who have lost their connections will be rerouted by the company onto alternative flights”.




Commenting on the matter, the Assistant to the Serbian Minister for Construction, Transport and Infrastructure, Verica Ječmenica, said, “Passengers who arrived at 16.16 from Skopje were bussed to the wrong gate, entered the transfer zone, and mixed with passengers that had passed through security. Upon the request of the operator [VINCI], at 17.22, the Ministry of the Interior halted passport control operations for departing passengers”. She added, “The Ministry for Construction, Transport and Infrastructure has ordered a full investigation to take place, after which it will initiate proceedings against the operator and those responsible in line with the Air Traffic Act. The public will be informed of the outcome. Airlines that have suffered damages will have to resolve their claims with the airport operator which is responsible in this matter”.

The blunder caused by staff and poor coordination comes just over a week after the Serbian Civil Aviation Directorate undertook an investigation into delays and flight disruptions at Belgrade Airport that occurred earlier this January following several days of mild snowfall and subzero temperatures. The regulator blamed the airport operator, VINCI, for failures to take appropriate measures, primarily regarding de-icing services. VINCI has frequently been on the receiving end of criticism for its ground handling activities in Belgrade, including frequent delays over the previous summer when it was ill-prepared for the record volume of traffic. In addition, notable delays were previously caused when the airport’s baggage belt malfunctioned, and when a construction worker accidently cut power supply lines at the airport. 

Despite the opening of new facilities over the past two years, passengers have been increasingly voicing their dissatisfaction with the airport operator over rude ground staff, the quality of the construction work, cleanliness, lack of food and beverage options, limited opening hours of lounges, retail and F&B outlets at the 24-hour operational airport and unlicensed taxi drivers roaming its arrivals hall.

      If the security of the airport relies on one bus driver (and their error), than the airport is in serious mess.
      There should be systems in place which prevent this from happening. And that is the fault of Vinci for not having set in place the right processes and procedures.

      That is the real problem, staff is no longer competent and neither is the management.

      It's time for the government to fine Vinci and take away the concession from them. Since EU approval is an all time low it's time to reconsider giving the airport to Incheon which wanted it in the first place. Global future is in the east.

      Besides, busdrivers don't just delberately drive around as for drop-off. They get instructed by dispatch, that decides based on different factors on deviations of procedures. It needn't be within the driver's area of command.

      I don't understand - I did exactly this when transferring at BEG on my flight to LJU. You do this at many airports. You go from being an arrival, to a departure, without going through security again. Can someone help me understand where the problem was? Thank you.

      I work at thr YYZ Airport and it happens to us all the time. Agents often let domestic departing passenger into US controlled or arriving international passengers to domestic arrivals area. Since Cansdian airports are soo not well managed, they never empty the whole departure as thar would cost them money so they just collect those passengers thst should not be in the area and pretend nothing happened. People on here always point how BEG airport is lacking in everything (rude staff, no food, dirty and so on!). Those that say that probably have never traveled via BEG and are not aware that construction is continue happening for the next few years . I flew BEG FRA YYZ 2 days ago and jzu staff was extremely polite, caring and service at the Nikola Tesla square super nice. I ordered pizza and coffee, fast service and delicious food. Bathrooms were clean by A2 compare to YYZ and FRA (but smelled on urine and very dirty).

    I'm gonna say it out loud: Vinci is incompetent.

    Ground staff is rude and incompetent and this is the result of their action. Vinci is underpaying their staff and that is why the lowest of the lowest levels of the society ends up working for the airport. I mean who wants to work at the check in desk for 60.000 a month.

      They will have no leg on to stand at an international court. In the contract they signed they obliged themselves to run the airprot smoothly. Since they are not doing it they are directly breaching the contract and their obligations towards Aleksandar Vucic, SNS, BEG management and Serbian taxpayers.

      And yet there are many examples of courts terminating contracts if there is clear negligence and if they are putting everyone at risk.
      Also every contract has clauses that define obligations of both sides. I am sure half of them were breached in the last year.

      Airports in US did this just for one passenger going through security door. EU is considered safe with all immigrants while Northern M. is not. It was much better in previous system with scanner on every gate but sexperts complained.

      Serbia has a good level of alignment with the EU acquis on aviation. During the reporting period, Serbia adopted several regulations on aerodrome certificates, rules of the air and provision of air traffic control, alerting and flight information services, conditions for performing air operations, and common basic standards on civil aviation security. Regarding aviation regulations, Serbia is close to fulfilling all obligations stipulated in the first transitional period of the European Common Aviation Area Agreement.

      Everyone should bear own responsibility. Bus driver is there to drive, but he doesn't choose the route and certainly not the gate. So, either someone told him to drive to this gate so he's not responsible at all or he didn't listen what he has been told, and made wrong choice. Anyway, I don't think bus driver should nor will be fired because of this.

    Back in July when I traveled to Nice, the young staff didn’t knew to check passengers in the check-in, making the queue busy and making the flight delayed. About passport security, only two cabins were opens, making a long queue and some delays flights. I don’t know what is happening there and why but some improvement on staffs.

    Let me remind everyone that there is a government entity called Akcionarsko društvo Aerodrom Nikola Tesla, which employs 36 people (as per their web site).
    This entity is paying MILLIONS of euros in salaries to these people to oversee the concession and make sure these things don't happen. The CEO of this company is Saša Vlaisavljević.
    Why is this company, not saying anything?!?! Why are we letting people in this company be paid millions of euros not to do their work?

    I fly out of Nikola Tesla often but have never had problems (in over 50 years of flying). Having said that, it seems that Vinci does have its' share of problems. This was a big one.

      If Lisbon airport is indeed run by Vinci I can attest it is a fail.
      The only good thing about Lisbon Airport is the. Hoice of food is better than that in Spanish Airports but as for the rest it is a C minus and that is on a good day

    This is not ment to be chouvinistic remark because it is not: this is stellar example of the so called “srpska posla”. Of course they will kick the bus driver, but they should do those who didn’t put in place a system, where errors are detected on time and is robust enough to enable ellegant solution.       Of course it's a chauvinistic comment. It has nothing to do with српска посла because the airport is run and managed by the French. So if anything this is француска посла.

      You can't just isolate those 50 people because North Macedonia is not on the list of safe countries (as per airport statement) so additional checks in BEG are required.
      You don't know if someone from SKP brought something illegal to BEG and left it in the transit area without first clearing security in Belgrade. You don't know what these people did, who they are and what they brought with them on the fully booked ATR from SKP.

      Real question is why didn't the Turks invest in better security in SKP so that they can be considered a safe destination.

      Actually it is not true that the airport is run by French. Vinci only brought in a few French people at the top but (unlike what happened at JU) the entire management team is the same as it was before the concession. They didn't dismiss or replace anyone.

      Interestingly TAV which is a turkish airport operator is majority owned by Groupe ADP which again are french.

      and it is completely fine to blame the french company for this problem. they were given a corrupt agreement and contract for the airport operation, and they are not getting the basic things done right. anyone who has been through a decent airport in the world will agree that the security booths for check in do not provide enough space for lines of people.

      and the only thing that serbians can be blamed for is the criminal agreement to give the concession to VINCI. thats it. it should have been given to the Korean's

      I’m half Serb, so I know very well what srpska posla means and term has nothing to do with the national entity, but rather with state of mind. Vinci and a major part of senior managment of the airport is clearly not up to the task at hand, they have proven that many times already.

      Is Serbia part of OSS( One stop security) according to their website passengers from OSS countries don’t need to go through security when they transit and passengers who are from non-OSS countries need to go through security. Montenegro and Turkey are OSS countries However I couldn’t find information about Serbia.

    What is the actual procedure? Do transfer passengers have to pass to centralized safety control as well? I have never connected at BEG so I am not familiar with procedures. I know that incoming and outgoing passengers are divided, but I have no clue about the transfers.

      It depends from which country your flight is coming from. If the country is considered safe they don't pass security. If it is not, they go through the transfer area (to level 1) and out a door that connects to the centralized security.

      Arriving passengers from "clean" countries (EU/EEA and the US) can enter the transit area directly, while those coming from "unclean" countries need go through a security check before entering the transit area. Works exactly like at any major European hub.

    Bus driver makes a mistake, but there must've been a few steps in between the bus arriving at the wrong gate and the passengers entering the airport, like someone opens the gate and directs passengers where they're not supposed to be. Sure there should be procedures in place, but how do you even enforce it onto staff who seemingly don't care? Probably begrudged underpaid employees are aware of Vinci's desperation and have been getting away with things knowing the lack of staff makes their jobs safe. How long before the cost of these blunders outweigh the savings on salaries?

      The gate agent traveling with the bus was probably busy on her phone to notice that they were going to the wrong gate.

      BEG gate agents are busiest when passengers are around. It saves them from having to interract with their customers.

    The only reason Air Serbia initially worked out is because Etihad was brought in and installed a culture of fear and people were scared of loosing their jobs. That's why the crew was topnotch in the beginning. I'm not saying that it is a good policy but unfortunately in this country it seems to be the only way.

      Crew was great back then because people thought JU was going to be a fantastic employer, that reality was going to match what they were talking about in the media.

    Kroz Aerodrom Beograd sam prosao u odlascima preko sto puta. I toliko puta u dolascima. U zadnjih 53 godine mojih dolazaka i odlazaka iz Otadzbine. Uvek sam primecivao da mnogi zaposljeni u terminalima ne obavljaju svoje duznosti na profesionalan nacin. Vec glasno razmenjuju privatne razgovore... Zanemarujuci da su zaposljeni na aerodromu.
    Sticao sam utisak provincijalnog ponasanja... I sam sam proveo cetvrt veka radeci na aerodromu. Leteci do sada na 179 aerodroma po svetu, naucio sam da pravim razlike u pogledu opsluzivanja putnika i odnosa prema njima.
    Aerodrom Beograd je uvek za mene bio na Prvom mestu.
    Jer sam ga voleo. I sda ga volim. I to je sa emotivne strane i zbog mojeg entuzijazma prema civilnom vazduhoplovstvu.
    Jedino do sada pored neprofesionalnosti i neodgovornosti pojedinaca koji upravljaju, rukovode i kontrolisu zaposljene ne zasluzuju da su na aerodromu. I pojedinaca koji ne obavljaju svoje poslove po proceduri. Sta ce oni u operativi i front line? Svakako i cistoca toaleta, kontrola odgovornih jeste problem. Bar svremena na vreme. Nebih dalje ebolirao. Dovoljno rekoh. Sa iskrenom namerom.
    Vise puta sam pisajuci Aerodrom Beograd, hvaleci njegovu dogradnju i preporod, naglasavao o posvecivanju posebne paznje u treniranju pojedinaca, proceduri i odgovornosti...
    Smatrajuci da oni znaju vise kada spavaju o radu aerodroma. Nego sto ja znam kada sam budan.
    Ocigledno da sam pristrasan. Eto i sada se pokazalo.
    Moram verovati da se neodgovornosti ovakve i slicne vise nece ponavljati na Srpskim aerodromima.

    У јулу када је најјачи саобраћај нема људи и технике да опслужи летове, у августу се прегреју компјутери на КД контроли, лети климатизација не ради, у пролеће и јесен киша продире у терминал, у јануару не ради платформа за одлеђивање авиона а ево гле чуда у јануару и путници се достављају на погрешан излаз изазивајући комплетан хаос који кошта десетине сати кашњења и брдо пара. А шта је следеће, може ли ико да претпостави?

      Мислим да нико не жели то да представи. Очигледно је да је аеродром јако лоше вођен и да су Французи пре свега аљкави.
      Проблем је што се понашају као просечан страни инвеститор а не схватају да су се времена променила. Незапосленост је на историјском минимуму а добро плаћеног посла има колико год желиш.

      Мисле да ће се народ поломити да ради за њихову цркавицу и да могу преживети са 60.000 месечно у граду где је просечна плата близу 120.000. Дакле дупло мања плата од престоничког просека.
      И ко им онда остаје? Па запошљавају оне који не могу ни да раде као касири у Максију или Идеји.

      Типичан неоколонијални приступ који је одвојен од стварности у којој живимо. Сами су криви што сносе овакве последице.

      It really has little to do with SNS. Entire Serbian management team at the airport has been mostly unchanged since the early 2000s and almost all came during G17+ running the airport. Vinci got rid of literally no one.

      BEG being the worst airport in Europe cannot be seriously uttered by anyone who's been to more than ten airports around the continent. There are airports - even in the EU - that resemble cattle sheds more than airports, and treat their passengers accordingly. HER and EIN come to mind.

    I find it funny how people fall for PR spin, think it through logically, did the bus driver go to the incorrect gate or was given the wrong gate, if he drove to the wrong gate, how come they opened the door to all the passengers etc etc. As for the French they arent quite the most hospitable nation on earth and are quite rude so no wonders their companies cultures reflects French behavioiur and pass this on
