Eurocontrol has lifted a freeze on the accounts of Bosnia and Herzegovina’s Air Navigation Services Agency (BHANSA), imposed in March 2025 after a Belgian court ordered the seizure of funds to enforce an unrelated 39-million-euro arbitration ruling in favour of Slovenia’s Viaduct company. The freeze blocked access to more than 12.8 million euros in collected overflight fees, cutting off 90% of BHANSA’s revenue. The agency was forced to cut salaries by 20% and rely on emergency state funding, with officials warning that Bosnia’s airspace and airports risked closure if the dispute remained unresolved.
The unblocking followed state intervention to repay the debt, allowing Eurocontrol to release the withheld funds. With over 12.8 million euros transferred back to BHANSA, the agency can now restore normal financial operations, pay staff and suppliers and continue investments in air traffic management.

DeleteIt was paid by the Central Bank of Bosnia and Herzegovina but the funds were secured from Republika Srpska.
DeleteMilorad Dodik created a fictitious company, he deliberately did not pay the debt because he knew that eventually the state would have to pay. It's unbelievable what the man did for years, destroyed the Republic of Srpska....

DeleteSecond, Mr. Dodik has nothing with Viaduct company and agreement with it. Agreement has been signed by the prime minister Mr. Ivanic, PDP party and was unilaterally withdrawn by the same government. The party at the Court in Washington was not the Serbian republic,. BiH was the party and legal representatives of BiH have done nothing to defend BiH side because they wanted the Serbian republic to pay it, although RS government had the right to break the agreement because the Viaduct company has not fulfilled conditions from the agreement. the Next, legally, RS could not pay directly the money than BiH and than RS can pay the amount to the joint state. But Bosniak ministers did only propaganda and accused current RS government just to earn some political points.
The blame falls squarely with the Eurocontrol on this one. The Slovenian company has no employees, no hydroelectric plants built, and blocked bank accounts but still managed to win a case against Bosnia and Herzegovina worth over 110 million Bosnian marks (approx. €56million). It remains unclear who represented BiH before the ICSID tribunal in the United States but it is interesting to note that the Slovenian investor's lawyers were from Bosnia.
