      Never
No market, dispora is small, no tourists. The only successful route in Ex-Yu will be BEG or LJU.

What do you mean only? Volotea flies to Split and Dubrovnik already, and it sells tickets for flights to Zadar and Pula too.

16:42 - For the 100th time, SKP-BCN was a paid route and money was not allocated to this route by the government. Volotea as someone mentioned above usually focus on more leisure routes and SKP-BCN is not such plus a super small market.
      Possible options may be: BEG-PMI or BEG-ALC, SPU-SVQ, SPU-VLC, TGD-MAD, TGD-PMI
Yes, MNE is smaller but there is a larger leisure market.

Montenegro has been visited by both the Italians and the French and increasingly the Spanish. Makes sense there too, you're right!

What do you think of their flights between France, Spain and Italy? They seem to carry mainly tourists. Or do we also have a diaspora?

Volotea like Easyjet is solely concentrating in outbound from its bases.
Inbound is of no or just small importance to them.
Thats why they do not even try to consider Zagreb or Belgrade.
From there they would get a lot of inbound, in Belgrade inbound would even be the majority of passengers.
