Tivat Airport terminal project gets go-ahead

The construction of a new multi million euro terminal at Tivat Airport has been approved by its operator, with construction expected to begin in April next year. Airports of Montenegro, which runs Tivat Airport, has begun tendering procedures for work on the 32 million euro expansion project. The tender for the design of the new terminal building is expected next month. The European Bank for Reconstruction and Development (EBRD) and the airport operator are set to finalise negotiations for a twenty million euro loan by November, which will be used as a means to finance part of the project. The China Road and Bridge Company (CRBC) has expressed interest to take part in the airport's redevelopment, local authorities have said. Meanwhile, Italy's Spea Engineering has been selected as the project management consultant.

The expansion project includes the construction of a new 13.000 square metre terminal, extension of the manoeuvring area and the rehabilitation and extension of the runway in order to achieve compliance with the International Civil Aviation Organisation’s (ICAO) safety standards. Tivat Airport's capacity is already insufficient to handle the demand during the peak summer season. It has been identified as a barrier to growth of the country’s tourism industry by limiting the access of international tourists to Montenegro. The project will address this issue by increasing handling capacity of the passenger terminal to three million travellers per year and adding a further nine aircraft stands that will provide sufficient capacity for the next ten years and improve service quality.

The project is expected to improve safety standards and achieve compliance with the relevant ICAO recommendations. Furthermore, it will promote private sector involvement in non-aeronautical commercial activities at Tivat Airport, incorporate innovative elements of advanced sustainable building technologies at the new terminal and adopt internationally recognised certification for the airport's operations (Airport Carbon Accreditation). Meanwhile, the redevelopment of Tivat Airport's control tower will begin by the end of the month. Scheduled for completion in early 2016, and at a price of four million euros, the new-look tower has been described as an “architectural masterpiece”. Work will be financed by the Serbia and Montenegro Air Traffic Services Agency (SMATSA), which controls the airspace of both countries.

I don't get the cost structure. It's very modest. Just 32 million and they will build a new terminal, aprons, stands and extend the runway?

It's not that surprising. BEG Airport's T2 extension, which is the same size as the new terminal in TIV costs 15 mill EUR.

It costs much less than 32 mil but you have to include corruption and similar costs.

They are probably waiting to do the design of the building. It says in the article the tender for that is in October.

Such a difficult approach to that airport - they should have looked for better location and build it from scratch - would be easier

They should have built a larger airport that would serve the entire country somewhere between Podgorica and TIvat.

They have postponed this project for a few times but it's good to see things are finally start to move ahead. But be aware that local companies won't be working on this construction. Since EBRD is giving money an EU-based company will be hired to do the construction work.
