Fraport Slovenia, the operator of Ljubljana Jože Pučnik Airport, has annulled a tender for the construction of its new multi million euro terminal, despite receiving six bids from contractors and entering talks with three shortlisted finalists. The airport operator will now repeat tender procedures. The decision was made after the National Review Commission for Reviewing Public Procurement Award Procedures introduced new requirements for all capital project tenders. The procedure will now be repeated in line with the new rules outlined by the Commission. The six applicants that took part in the tender included Austria's Strabag, a joint bid by Croatia's GP KRK and Slovenia's CBE, as well as several joint applications by Slovenian companies including Pomgrad, GGD, GIC Gradnja, Elcom, Kolektor Koling, CGP, VG5 and Remont. Ljubljana Airport previously said that construction of its new passenger terminal should commence in late spring, with the new facility to be completed by the end of 2020, in time for Slovenia's Presidency of the Council of the European Union during the second half of 2021.

DeleteOh please. Fraport is putting the investment off for as long as possible, this DKOM stuff is just some b*llshit excuse so they can get away with it. What a bunch of lousy cheapskates...
DeleteThis is a deja-vu of minority shareholders blocking the expansion already, years ago. Public infrastructure should be run principally in the interest of the public it serves, not in the interest of capital.
I wouldn't put the blame on Fraport. It really doesn't entirely depend on them as they will need to synchronise this with the government.
DeleteFraport are currently investing heavily in their airports and there is no reason why LJU not to be considered.

Changes to public tender procedures were actually implemented without any notice after the debacle with Karavanke tunnel tender. So Fraport is really not to blame here. They're doing everything they can to start the construction, but first they waited 10 months for building permits and now this... But anyway, a new tender will be out next week.
DeleteIt's quite obvious that they are stalling and buying time, since tehy don't know how the JP story will develop. If JP fails, there is no need for a new terminal soon.

ReplyDeleteI never heard of KR Krk. It's probably GP Krk, one of the biggest Croatian construction companies which already had won and completed several projects in Slovenia, including highways reconstructions
ReplyDeleteIt would be too naive to think that Fraport is not aware of the -5% (minus five percent) growth expected in LJU in 2019 (on top of Adria's current status), and that the annulment is not related to these facts.
ReplyDeleteI really doubt that this is connected in any way. But we'll see next week when a new tender is supposed to be published (they need to wait 8 days by law).
Delete-5%? That's a lot. Who expects this? I'd say that this year the numbers will be around -1% to +2%

ReplyDeleteThey are private company but investing in the public infrastructure as they have concession for X years. So public tender has to be followed, unfortunately.
